Editor's Note - I understand that Council will propose that Woodland Dr would get water only for now at a rough cost of $2 million and put sewer services in at a future time.  There is also no word on the type of public assent process to be used (counter-petition vs referendum), but given the cost of conducting a referendum... Watch for Council to use counter-petition to get the public's permission to borrow the necessary funds
