Cariboo-Chilcotin Fire Update - July 31st am

Sunday night late again.
Very Smokey most of the day.
Visited the donation center and arranged to have 20 pallets of stuff delivered. The reception center and they are still quite busy even for a Sunday, at least the while I was there.
No new reports of more fires but took a drive and you could see plumes of smoke once we got out of the valley. They were way across the river once we passed Deep Creek. No wind to speak of as that is our biggest fear yet.
Grocery stores were busy and I was told some of the smaller business were planning on opening tomorrow. Will check and see who.
Found out tonight the PM is going to fly in tomorrow. All I know for sure is he will be meeting the troups and doing a flyover the Chilcotin then back to the Fire Center then off.

We are planning on getting more up to date fire activity and will be doing a daily report from the Fire Center. We will be able to put it on my page for better info for everyone as well as the City page and CRD. Hopefully that will get the right info out to eliminate all the rumours. Hoping to start tomorrow afternoon but not sure of the timing yet.

Evac Order Expanded -- Kluskus, Blackwater and Clisbako areas

Effective immediately, the Cariboo Regional District has issued an expanded evacuation order for the Kluskus, Blackwater and Clisbako area which is about 100 kilometres west of Quesnel. This is an expansion of the order issued for the Clisbako area on July 29, 2017.
 
Due to immediate danger to life safety due to fire, members of the RCMP or other groups will be expediting this action.

The evacuation route is along the 4000 Road to the Nazko Road into Quesnel.
 
WHAT YOU SHOULD DO:
  • You must leave the area immediately. 
  • Register at the ESS Reception Centre in Quesnel at 500 North Star Road. 
  • Close all windows and doors. 
  • Shut off all gas and electrical appliances, other than refrigerators and freezers.
  • Close gates (latch) but do not lock. 
  • Gather your family: take a neighbour or someone who needs help. 
  • Take critical items (medicine, purse, wallet, and Keys) only if they are immediately available. Take
  • pets in pet kennels or on leash. 
  • Do not use more vehicles then you have to. 
  • Do not use the telephone unless you need emergency service. 
 
YOU MUST LEAVE THE AREA IMMEDIATELY.

Good evening. A very interesting day or should I say evening. Morning was good clear blue sky's for most of the day . Started out a little Smokey then cleared up and this afternoon the breeze came up and blew the smoke in. It seamed it was coming from all directions.

No new expansion of fires that I have been told of but with the little extra wind who knows.
 

The excitement this evening was when the Army showed up at the door (CRD Areas D, E, F) and advised everyone that they were on alert and that they had 1/2 hour to get out. We'll obviously they young service men were not briefed on how to deliver the message and the recipients did not judge the source and under an alert you are to be ready to go within a half hour. Also in the areas that are still under evacuation, if they were home, they were told they had 5 min to leave. Not realizing that under extreme conditions because they were in an evacuating zone that would be the case. So face book kicked in and the panic began.
 

It has cleared up somewhat re the smoke issue.
 

All in all the Receiving area at the Mall was quite busy today. Line ups varied front 3/4 of an hour to up to 2 hours depending on needs. The donation center is getting busier. Mostly with deliveries.
 

If you are donating check in, see what they need. Today they needed kitty litter ( if you can believe it) but mostly cleaning supplies.
 

If it is perishable foods please take to Salvation Army as the center has no refrigeration abilities so only non perishable goods.
 

Everyone I talked to are so happy to be home and I can appreciate that.
 

Some returned by bus this afternoon. They would be delivered to their muster station where they were picked up.

Evacuation Alert dropped for 100 Mile House and Area

Effective immediately, the Cariboo Regional District and District of 100 Mile House have lifted multiple evacuation alerts in 100 Mile House and surrounding areas.  These South Cariboo communities are now open for regular business, vulnerable populations can return to the community and economic activity can fully resume now that the alerts have been lifted.
 
Evacuation alerts are rescinded in the South Cariboo for the following areas:
  • Forest Grove and 100 Mile Fringe North; 
  • 100 Mile Southwest Davis Rd Area; 
  • southeast Canim Lake, South Mahood Lake, Electoral Area L and  part of Electoral Area G;
  • north end of Lac La Hache to 100 Mile House Boundary; 
  • northwest of 100 Mile House; and   
  • the District of 100 Mile House.

An evacuation alert or order may need to be re-issued as wildfire activity continues in the area, air quality remains poor and additional areas within the CRD remain on evacuation alert or order.
 
Since areas in the CRD remain on evacuation alert or order, residents must be prepared in the event that the area receives a future evacuation order on short notice. Local governments may not have time to go door to door should a new evacuation order be issued.
 
To ensure public safety, stay out of fire-affected areas and obey all warning and hazard signs.

Well here we are safe for another day and looking good. Smoke is not as bad as yesterday but much hotter. About 30. No new fires that I have been advised of. Seems many have come home that can and the buses should be bringing people home tomorrow (Saturday) and Sunday. I know yesterday I said tomorrow but some how lost a day and thought today was Saturday. The Red Cross center was busy and line ups although not long still took up to 2 hours I am told. Visit them and every one seemed glad to be home. The donation center is up and running. Today they were open from 10 to 4. Not too busy yet. The two S's (grocery stores - Safeway/Save On Foods) were open today so got groceries and dog food.

Took the afternoon off and mowed my lawn for the first time in almost 3 weeks. Should have just bought some sheep.

So hope you are all comfortable and safe if you are not the lucky ones to be home.

Bus Transportation for WL Residents/WL Indian Band Members'

City of Williams Lake along with Cariboo Regional District has made arrangements for assisted transportation on Saturday, July 29, 2017. This includes residents within the City boundary and Williams Lake Indian Band. Residents will be picked up from Prince George and Kamloops ESS Reception Centres. Please contact your local ESS Reception Centre to sign up for assistance with transportation.

Residents will be dropped off at the local muster stations they were initially picked up from. Please see the enclosed map. For residents who are unable to make it to Prince George and Kamloops departure location, please contact your local ESS Centre/ Reception Centre.

Prince George to Williams Lake

Departure Location: Charles Jago Northern Sport Centre | University of Northern BC
Time: Saturday, July 29th at 12:00 PM
Local transfer to departure point will be managed in Prince George. Please contact your local ESS Reception Centre regarding this.
Evacuees in Prince George can go to CNC Centre to register for bus transportation back to Williams Lake.

Kamloops to Williams Lake

Departure Location: Sandman Reception Centre
Time: Saturday, July 29th at 12:00 PM
Local transfer to departure point will be managed in Kamloops. Please contact your local ESS Reception Centre regarding this.
Evacuees in Kamloops can call the TNRD EOC 1-866-377-7188 to register for bus transportation back to Williams Lake.

Williams Lake Indian Band

Residents of Williams Lake Indian Band (WLIB) will be picked up from the Prince George and Kamloops local departure point (see above) as well. City of Williams Lake has made arrangements for WLIB residents to be dropped off at the local BC Transit stop at Williams Lake Indian Band.

Highway 20 re-opens

The Cariboo Regional District has adjusted the evacuation orders in the Chilcotin to allow traffic flow eastbound and westbound along the entirety of Highway 20. 
 
To provide a corridor of access, the CRD has adjusted several current evacuation orders by creating evacuation alert zones along Highway 20 stretching five kilometres north and south of the highway. Residents who live in this corridor can return home but remain on evacuation alert.

Since this area remains on evacuation alert, anyone returning must continue to be prepared to evacuate their premises or property should an evacuation be required. As with previous evacuation alerts, residents will be given as much advance notice as possible prior to evacuation; however limited notice may be given due to changing conditions.

In conjunction with the opening of Highway 20, Tl'esqox (Toosey) is downgrading evacuation orders for their community to evacuation alerts through the jurisdiction of their Chief and council. Please contact their local First Nation government directly.

Tl’etinqox (Anaham) community self-evacuated, although Chief and council never issued an order or alert. Please contact their local First Nation government directly.

Yunesit'in (Stone) remains on evacuation order as per Chief and council. For more information, please contact their local First Nation government directly.

Other than the Highway 20 corridor and above mentioned communities, evacuation order areas remain unchanged in the Chilcotin. To see current maps reflecting these changes, visit cariboord.ca

Wildfire activity continues in the Chilcotin and conditions are monitored daily. Residents are encouraged to follow www.drivebc.ca for up to date road information.

  • Keeping essential items readily available for a quick departure, including medications, eyeglasses, valuable papers (i.e. insurance), immediate care needs for dependents and, if you choose, keepsakes (photographs, etc.).
  • Ensuring that any disabled persons and/or children are prepared for departure.
  • Ensuring that pets and livestock remain in a safe area.
  • Ensuring that you have accommodation options for your family, if possible. Reception Centre will be made available again if required.
  • Monitoring reliable news sources for evacuation order information.

Thursday update. I am sure most have heard the evacuation order has been downgraded to an alert. Those of you who are already home WELCOME. For those of you who left by bus will be coming back either tomorrow or Saturday depending on the buses. For those coming in a couple of days drive safe. For those who are staying away because of air quality I will get the site (http://www2.gov.bc.ca/gov/content/environment/air-land-water/air/air-quality/aqhi) check on it but I have been told that the air quality in both Prince George and Kamloops have been worse than here on some days. That may be the condition for a while. It is pretty good here. I am guessing not much more than 2 but maybe I am just getting used to it. At times today you would not know there were any fires around.

I will probably downgrade my comments to once a day in the evening so I can give a full day report.

Williams Lake and surrounding areas downgraded to Evacuation Alert

Joint Release of the Cariboo Regional District, City of Williams Lake and Williams Lake Indian Band:

The City of Williams Lake, Williams Lake Indian Band and Cariboo Regional District announced today that residents are now allowed to return to the City of Williams Lake, Sugarcane and surrounding areas in the Cariboo Regional District. Before deciding to return, residents are encouraged to consider that wildfire activity continues in the area, air quality remains poor and the area is still on evacuation alert.
 
The areas that have been changed from an evacuation order to an evacuation alert include:
  • The City of Williams Lake; 
  • Sugarcane; 
  • 150 Mile House; 
  • Fox Mountain; 
  • Esler; 
  • Pine Valley; and 
  • Springhouse (see map at link below for details about all CRD areas surrounding Williams Lake).
 
Due to ongoing wildfire operations, evacuation orders will remain in place for the following areas:
  • areas north and south of Mountain House Road, including Wildwood; 
  • the Spokin Lake area; 
  • areas along Soda Creek Road and Frizzi Road; 
  • Soda Creek First Nation; and 
  • areas in the Chilcotin.

Residents would be returning to an area that has been profoundly affected by wildfire. Wildfires remain active in the area and firefighting activities continue in the area.
 
Since the area remains on evacuation alert, residents must be prepared in case the area receives a future evacuation order on short notice. Local governments may not have time to go door to door should a new evacuation order be issued. Information about what to do when on evacuation alert is listed below.
 
It is also important to note that air quality remains poor as a result of smoke from nearby fire activity. Those with respiratory issues, small children and the elderly should consider this before they choose to return to the area.
 
Further, services such as grocery and health care may be limited for some time. Anyone choosing to return to the area should ensure that they return with basic necessities including food and prescriptions for up to seven days as well as a full tank of gas.
 
Residents returning to the area are strongly encouraged to register for the Cariboo Chilcotin Emergency Notification System to receive a text, call or email regarding Evacuation Alerts and Orders:https://member.everbridge.net/index/453003085612292#/signup
 
While residents are able to return to the Williams Lake and surrounding areas, nearby locations remain on evacuation order and security will be in place to enforce the order in those areas.
 
Transportation Back Into the Area
 
Both the south and north routes into Williams Lake along Highway 97 are open. Please watch for livestock and wildlife on roads around Williams Lake as many fences have burned in the area.
 
Within 48 hours, arrangements to return home will be made for those who were evacuated from the community via bus. Sign up for these services at your closest ESS reception centre or by calling 1-800-585-9559.
 
Resiliency Centre Available
 
A resiliency centre will be available in Williams Lake to provide information and programs of support for wildfire evacuees.
 
Agencies will be available at the resiliency centre to provide services to returning residents, including Red Cross, Emergency Social Services, First Nations support services, Telus, insurance agencies, Service BC, Service Canada, SPCA, social assistance agencies, mental health and counselling support and more.
 
The resiliency centre will be set up at the Boitanio Mall (850 Oliver Street) and will be open from 8 a.m. to 8 p.m. daily until need subsides. Red Cross services will be available to anyone returning to the area that requires assistance. The Red Cross can be reached at 1-800-863-6582. Contact the Resiliency Centre at 250-305-0226.
 
Group Lodging Unavailable in Williams Lake
 
Group lodging through Emergency Social Services (ESS) will not be available in Williams Lake. Evacuees from other areas within the Cariboo Regional District should remain in their current locations until this situation changes.
 
Assessing Danger Trees on Affected Properties
 
For rural properties that have been impacted by wildfire, residents should be aware there may be danger trees in wildfire affected areas. Home owners and private land owners are recommended to work with an insurance agency to have an assessment done by a qualified arborist on their private property.
 
Remaining On Evacuation Alert
 
Since the area remains on evacuation alert, residents should remain prepared for an evacuation by:
  • Having a plan to transport all family members or co-workers outside the area, should the area be brought back under evacuation order.
  • Keeping essential items readily available for a quick departure, including medications, eyeglasses, valuable papers (i.e. insurance), immediate care needs for dependants and, if you choose, keepsakes (photographs, etc).
  • Ensuring that any dependents are prepared for departure. 
  • Ensuring that pets and livestock remain in a safe area. 
  • Ensuring that you have accommodation options for your family, if possible. A Reception Centre will be made available again if required.
  • Monitoring reliable news sources for evacuation order information. Further information will be issued as it becomes available.

I continue to field a number of questions today relating to returning home.  I will state again, for the record, that there is a process to this.  If you wish to inquire on a permit to return home and you are an essential service (basic community services/emergency services) - you can call the CRD Emergency Ops Centre (EOC) Public Info Line at 1-866-759-4977 or the City of Williams Lake Emergency Ops Centre (EOC) at 250-392-2364 or 250-392-2365.  Both EOC's are open from 8am - 8pm daily

Here is Williams Lake Mayor Walt Cobb's message to the residents' of Williams Lake yesterday evening:

Today was spent trying to make sure everything was in place for a smooth return. We are as ready as we can be as so much cannot be done until the order changes.

Myself, (City of Williams Lake) staff and CRD Chair (Al Richmond) and his staff toured the fires in our immediate area by helicopter today and saw the fires that are considered threats.
There are many many hot spots and smoke plumes. We saw larger fires farther away but no big ones close.
Once again we have wind warnings that were to hit about 4 but did not materialize but expected tonight. Will have to see what that brings overnight.

In showing my frustrations with the situation last night some got the impression that there were personal conflicts. I need to say that there have been some very vocal discussions but my frustration are with the unpredictability of the weather and the fires not the people. Every time we think we have every base covered the goal post changes. Maybe should have taken a couple of those deep breaths before I posted.

There is also much discussion about who is back home and for what reason.

Authorization for return have been for the most part essential services and minimum staff to operate the other services like garages grocery stores an tradesman that may be required like mechanics and electricians. There are business open that never left and most of them are servicing the fire fighters police and military.
Many have slipped in the back door and we knew that would happen and very difficult to deal with

Documenting the Lessons Learned

Pardon the pun, but we are not out of the woods yet. The wildfires burning to the south and west of Quesnel will continue to be a concern for some time and they’ll require significantly more effort to get them all out. It’s also important to remember that we are just entering the real forest fire season and we’ll all need to be diligent in our efforts to avoid creating any more forest fires as the parks reopen and people once again start entering the backcountry.
Unlike the Cariboo Regional District, the District of 100 Mile House, and the City of Williams Lake, the City of Quesnel did not have to activate its Emergency Operations Center (EOC) during this recent event because there was never an imminent risk to the City. In lieu of a formal EOC, however, we held an Emergency Management Committee (EMC) meeting each morning to track everything that was going on and to actively learn from this situation so we can create a more robust and comprehensive Forest Fire Emergency Management Plan for the City. On Monday this week the City of Quesnel stood down its Emergency Management Committee, signaling that the risk level of the current fires is diminishing and we are returning to more normal operations at City Hall.
Over the coming months we will add to our own learning by collecting all of the lessons learned from the other communities involved in this most recent event, including the main evacuee host communities of Prince George and Kamloops. Our intent is to present a draft lessons learned document to Council in late August and seek Council’s approval to engage an emergency management specialist to help us take this raw material and turn it into a comprehensive and detailed plan that the City can use to guide our actions in any future forest fire related emergency.
One critical area we will want to canvass with the Cariboo Regional District is whether we need to break the Cariboo-Chilcotin into distinct sub-regions for emergency management, especially when there are multiple, simultaneous major events like we just experienced. There is definitely a case to be made that the North Cariboo has the capacity to manage forest fire and other major emergencies more directly from Quesnel through a joint CRD-City Emergency Operations Center. The North Cariboo has a different Health Authority than rest of the CRD; we have a separate, permanent Wildfire Branch base at the Airport and the capacity to host a larger firefighting camp and resources as needed; we have our own RCMP Detachment; the Ministry of Transportation has a separate office in Quesnel (located in City Hall); and, the City and CRD have local, trained staff and volunteers who can more directly manage emergencies based on more local knowledge.
I certainly believe we could have avoided a lot of the confusion created during this most recent emergency if we had been able to make more direct decisions here in the North Cariboo based on more local knowledge of our situation and our geography. I look forward to discussing this option with the rest of the Cariboo Regional District Board once the smoke, literally, clears from all of the communities in the Cariboo-Chilcotin.
In the meantime, I know I speak for all of the residents of Quesnel when I say that our hearts go out to the evacuees, especially those who lost their homes, as they return to their communities. And, our heartfelt thanks go out to all the volunteers, firefighters, health care workers, RCMP, and the many others who pitched in and who continue to work hard to provide relief for the evacuees, keep our community safe, and fight to get all the fires in our region out.

Supportive Housing Proposal
BC Housing has submitted an Official Community Plan and Rezone application to develop a supportive housing complex on Elliott Street. The proposal is for BC Housing to purchase 11 lots on Elliott Street to develop a supportive housing complex that would better meet the increasing mental health and addictions healthcare needs of the community and would result in the relocation of Season’s House from Carson Avenue. BC Housing will be hosting a public open house on Tuesday, August 15, 2017 from 5:30 p.m. to 7:00 p.m. at the Quesnel Seniors Centre located on Carson Avenue that is available for the public to attend. The City’s Public Hearing for the proposed Official Community Plan and Rezone application has been rescheduled to Tuesday, August 29, 2017 at 7:00 p.m. at City Hall Council Chambers.
Off-Leash Dog Park 
Council approved the location change for the new off-leash dog park from Carson Field to Sugarloaf Park. The Sugarloaf Park location is the preferred site for an off leash dog park because:
  • Existing fencing and infrastructure to be reused/repurposed
  • Access to washrooms, water and parking
  • Suitable access/egress
  • Limited additional maintenance costs
  • Better utilization of site
  • Better suited, and less cost, to develop dog park design features
  • Site appropriately zoned as Park.
Ticketing Changes for Business Licenses
Council approved the first three readings of proposed Bylaw 1831 that looks at policy around Business Licensing, if final adoption is approved, would see fines that would be stepped, and could occur daily, at $200 for the first offence, $500 for the second occurrence and $1,000 for the third occurrence. Also, Council approved the Policy and Bylaw Committee to review further enforcement opportunities that may be available regarding non-conforming businesses.
Quesnel R.C.M.P. Detachment Facility - Cost Sharing Agreement 
Council approved a 5-year Occupancy Permit, with the option to renew for a further 5-year term, for the Quesnel R.C.M.P. Detachment facility where the City cost shares with the Province the operational expenses and approved capital expenses relating to the building.
Northern BC Post Secondary Education Marketing Initiative
Council approved staff to submit a $20,000 grant application to the Northern Development Initiative Trust for a marketing initiative for the Study North BC campaign. The four post-secondary education institutions that operate in northern BC (College of New Caledonia, Northern Lights College, Northwest Community College and the University of Northern British Columbia) are working together to market northern BC as the place for students to study by focusing on the lifestyle that northern BC provides.
Quesnel & District Child Development Centre - Touch a Truck Fundraising Event
Council approved the temporary road closure of the 400 Block of McLean Street for the Quesnel & District Child Development Centre’s 2nd Annual Touch a Truck community fundraiser on Saturday, September 30, 2017 from 9:00 a.m. to 2:30 p.m.

Been in meetings and conference calls since 8 this morning. Between meetings I had to take a whole lot of deep breaths and a short stroll to calm down.

Winds have been stable and according to the fire center nothing new except for the back burn everyone heard about last night.

The resiliency center is ready to go once the order is lifted. Grocery stores, gas stations, ambulance are also ready.

Update on the hospital apparently emergency room and emergency operating room as well as emergency maternity are in service. No inpatients or admissions. If you need to be admitted you will be transported out. Emergency diagnostic imaging and lab through emergency only. I have that all in writing. Thanks Lisa.

We are ready to welcome you home as soon as we can determine there is no iminant danger. With the weather conditions we will remain on alert for a time after the evacuation notice is given.

Here is Williams Lake Mayor Walt Cobb's message to the residents' of Williams Lake yesterday evening:

Monday night. We'll it's been quite a day. Sorry so late but there has been some tough discussions the past few hours.

The fire center did a huge burn today which apparently was a success. They are planning two more in the immediate future so you will know by that tomorrow is not the day to be returning.

The weather has warmed up again which helps the burns but also heightens the risk of the fires increase as it dries out again.

We have everything in place for your return as soon as we get the word. The upper level of the mall will be all set up as an information and social service center for Red Cross, counseling, Telus, hydro, salvation army and pretty much everything else needed for moral and information support.

Grocery stores are almost ready to go and should be fully stocked upon return. There are plans for a donation center at the old Lake City Ford site. The emergency room is open, right now only for the fire fighters or other support personal.

All in all we are ready for you as soon as we get clearance

TNG Commends Government of Canada on the “10 Principles”

The Tsilhqot’in Nation commends Minister Wilson-Raybould and the Federal Government for its announcement of the “Principles respecting the Government relationship with Indigenous Peoples”.

The “10 Principles” reset Canada’s approach to nation-to-nation relationships and call for respect and recognition for Indigenous self-determination and our systems of law and governance.

Particularly important are the Federal Government’s commitments to implement the United Nations Declaration on the Rights of Indigenous Peoples and the Truth and Reconciliation Commission’s Calls to Action, and to abandon its long-standing policy of requiring the extinguishment, modification or surrender of rights as a basis for negotiations.

Like all Indigenous peoples in Canada, the Tsilhqot’in Nation has faced a long history of denial. In the Tsilhqot’in Nation litigation, British Columbia and Canada denied the very existence of the Tsilhqot’in Nation. It required decades of litigation in the courts, culminating at the Supreme Court of Canada, to achieve judicial recognition of the Tsilhqot’in Nation once and for all.

For this reason, true nation-to-nation engagement between Canada and the Tsilhqot’in Nation is long overdue and calls for immediate attention. Canada’s “10 Principles” are a positive starting point. The Tsilhqot’in Nation will present Canada with Tsilhqot’in principles of recognition, grounded in Tsilhqot’in law and culture, as a foundation for mutual recognition.

On this basis, of mutual recognition and respect, the Tsilhqot’in Nation stands ready to move beyond the Indian Act and stand in a true nation-to-nation relationship with Canada. The test of Canada’s commitment to the “10 Principles” will be how deeply Canada is willing to embrace Indigenous Nations, and our rich systems of law and governance, as equals and true partners in charting the future of this country and the path of reconciliation.

Chief Joe Alphonse - Tribal Chair of the Tsilhqot'in National Government stated:

“We welcome this new approach from the Government of Canada. It was past time to hit the ‘reset’ button. Our people will never settle for anything less than full recognition of who we are, as a nation that is far older than this country, with our own laws and our own governance. These Principles are a positive step. At the same time, they won’t mean anything until we see the lives of the people in our communities improving for the better. I’m calling on the Prime Minister and Minister Wilson-Raybould to meet with our leadership and start making that change, based on mutual recognition and respect. It is time to get down to the real work”.

Here we are Sunday evening with some good news and some not so good. The good news.

We are more prepared for your return than yesterday.

We had some rain which is also good news. Because of the rains last time and not even sure what day that was now but the fire fighters were not able to do the planed back burn but the humidity was enough that the winds did not cause the havoc it could have. And some of the more threatening fires now have been considered to have some containment however small.

Bad news
It is expected to get warmer and cocequently the air quality will deteriorate with the smoke.

All accesses to town have not been opened yet. Apparently the fire around the Soda Creek area is a bit of a concern yet.

The worst news of all is tomorrow will not be the day for homecoming. I am so sorry.

Well here we are one day closer. The only thing new is the winds we were promised appear to be showing up. Could the weatherman please pick this time to be wrong.
Things are falling into place.
Hydro has repaired the lines that were of concern and we have 2 of the 3 stations secure.
The hospital have staff getting the emergency room prepared.
The fire crew could not get the burn done they wanted so there is still the threat if the wind turns this way.
We had a beautiful day here today with the air quality down to 2.
It's all up to the weatherman now it appears so the fire center can give us some certainty on safety for your return.

Tzenzaicut Lake area downgraded to Evac Alert

Pursuant to the BC Emergency Program Act, an Evacuation Order issued by the Cariboo Regional District has been updated, to downgrade a portion of the area to an Evacuation Alert.

Due to immediate danger to life safety due to fire, members of the RCMP or other groups will be enforcing this action.

The new Evacuation Order area includes the areas from the previous Alexis Creek to West Fraser Order #3, with the exception of the following area which has been downgraded to an Alert:

North of Roddie Road West 55 km; South 28 km and East 42 km; South paralleling Garner Road to South of 100C FSR; North side of Coulthard Road to the south side of Soap Lake; North East to South end of Miller Road; East to Fraser River.

This Order reduces the area of the Alexis Creek to West Fraser Road Evacuation Order #3. Please see attached map to see the area that has been downgraded to an Evacuation Alert and which areas remain on Evacuation Order.

Although we have not had any power outages there have been damage to lines around us and one fear is if everyone started using extra power all at once we could loose our entire source. As you will also note the military arrived to support the RCMP on the road check so that the police can patrol the areas of evacuation on a more regular basis.

Reputable and trustworthy sources of information

The current fire situation arose on Friday July 7. By Saturday, the rumour mill, amplified by social media, was in full swing and most people could no longer discern fact from fiction. It didn’t help that one media outlet reported that Quesnel was under an evacuation alert when we weren’t or that most media outlets were taking a “shock and awe” approach to reporting on all the fires. People were rightly beginning to panic.
It was that backdrop that caused me to try and provide people in the Quesnel area with a place to go for information and I started to post twice-daily updates on Facebook. Since the City of Quesnel did not need to activate its Emergency Operations Center (EOC) I was not in the same position as my counterparts to the south, who all had to immediately start making rapid-fire decisions to protect lives and homes based on the best information available to them at the time – which was initially sketchy at best.
It was fortunate that my Facebook updates were quickly accepted as being reputable and trustworthy, as they quickly became a place for people to get the information they needed. One result of meeting this need for accessible and easily digestible information was a precipitous drop in the rumour mongering on Facebook – which had an incredibly calming effect on people who were having a hard time discerning fact from fiction or who couldn’t pull the information they needed out of all the websites and news stories that began to overwhelm people with too much information.
As I noted last week, it took time to marshal all the resources needed to fight the fires created as a result of a less than an hour-long weather event. It takes even longer to establish the information and communications systems to inform the public about what is going on in a timely manner and to feed people’s appetite for meaningful information.
Those communications and information systems are now in place and people should now be able to go directly to source for the information they need. The key information sources are, of course, online -- that’s the age we live in. The BC Wildfire Branch, Drive BC, the Cariboo Regional District, Red Cross, and the City of Quesnel websites all now have regularly updated information related to the fire situation here and throughout the Cariboo-Chilcotin. Weather and air quality information can also be easily found online too.
When sourcing any information (at any time) it is important to check the date of the report or story, ensure it is from a reputable source, and, as much as possible, get it from a “primary” source – that is, directly from the issuing authority (Wildfire Branch, CRD, etc.) not second hand. Facebook, generally, is neither reputable nor a primary source of information.
This week a new direct source of information on the Wildfire situation around Quesnel has been established at the new public washroom facility adjacent to the parking lot at Spirit Square where the BC Wildfire Branch has established a staffed information kiosk. We are also posting the printed daily updates of the wildfire situation on all of the community bulletin boards around the City.
Every agency is now doing what it can to provide timely and trustworthy information. It’s up to each of us to seek out that information rather than relying on less reputable sources.
By the way: only about three hundred people have registered for the City of Quesnel’s news releases and updates, yet this is the easiest way to get direct information on this fire situation as soon as it is posted, subscribe here.

Gibraltar Mines Restarts

Editor's Note - Quesnel Mayor Bob Simpson is working with the Gibraltar Mine Management Team/City of Quesnel Economic Development Development Department as to how the City of Quesnel can assist.

Taseko Mines Ltd announces that mining and milling operations at the Gibraltar Mine have been restarted following a 4 day period in which the mine had been idled due to restricted site access caused by wild fires in the region.

“The successful restart of Gibraltar involved the efforts of many, including provincial, regional and local officials. Special thanks go out to our employees, many of who have themselves been personally burdened by the impact of the fires yet continued working around the clock manning call centres, providing essential on-site services, volunteering to help fellow employees, all to facilitate a prompt and efficient return to work for the broader workforce,” said Russell Hallbauer, President & CEO of Taseko Mines Limited.

“Why such a big effort by so many to get things moving again and restore normalcy? Simply put, it is the best possible road to recovery for everybody and that has been our collective objective,” replied Mr. Hallbauer.

“Countless people and families in the region have suffered devastating fire loss, and that includes some who work for the Company as mentioned. Sadly, some folks may need months to recover, others may require years. The best thing Taseko-Gibraltar can do, and this would apply to other employers in the region as well, is help people return to work as quickly as they are able,” stated Mr. Hallbauer.

“Limiting employment interruption keeps the payrolls going, which in-turn provides community stability and continuity. Continuing to spend money with local businesses on equipment, services and supplies — which is only possible if employers are up and running — helps the whole region. Most importantly it helps people by giving them the ability to keep paying their bills and mortgages and meeting their obligations at home.

“At this time no fires threaten the mine facility. However, an evacuation order remains in effect for the City of Williams Lake (65 kilometres south of the mine) and the risk of potential wildfire in the region persists.

“With the talent and dedication of our workforce in combination with the expertise and success of thousands of professional and volunteer firefighters who have now come from every province in Canada and as far away as Australia to help in the battle and for which we are entirely grateful, we will be able keep the Gibraltar Mine running and productive and contributing to the recovery,” concluded Mr. Hallbauer.

Media Technical Briefing Notes yesterday:

* The CRD reduced the size of an Evacuation Order for some properties west of the Fraser River, to allow ranchers easier access to their properties.

* Chair Richmond noted that re-entry in the South Cariboo was more favourable than other areas, at this time.

* Officials have now completed inventory of structures lost specifically in the South Cariboo, Spokin Lake and Miocene areas. Chair Richmond is calling home owners from what he calls a "long list", but the challenge is finding and tracking down evacuees if they haven't registered with ESS, as there is no comprehensive list of cellular numbers available to him, only home telephone numbers.
