WL Council Highlights - April 9th mtg

Present: Mayor W. Cobb; Councillors S. Boehm, I. Bonnell, M. Brenner, S. Nelson, J. Ryll and C. Smith

Meeting called to order at 6pm

Mayor Cobb recognized that tonight's Council Meeting is taking place on Northern Secwepemc (Shuswap) territory

Meeting Agenda with 2 Late Items adopted
Minutes of the March 26th, 2019 Council were received/adopted

Delegations:

1) Tim Rolph from the WL Stampede Association appeared before Council to provide an update for the 2019 Williams Lake Stampede

A Question/Answer period ensued

Mayor Cobb, on behalf of Council, thanked Mr. Rolph for his time and information

2) Monica Lamb-Yorski appeared before Council to discuss the First Annual City-Wide Garbage Pick-Up Day

A Question/Answer period ensued

Mayor Cobb, on behalf of Council, thanked Ms. Lamb-Yorski for her time and information

Resolved - That the presentation from Monica Lamb-Yorski regarding the planning of the first annual city-wide garbage pick-up event taking place on Saturday, May 11, 2019 be received, Council authorize the donation of garbage bags and use of hand-held garbage pickers for this event, and Council and the community be encouraged to volunteer their time to help with this cause.

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated March 15, 21, 22, 25, 26 and 28, 2019

2) Council directed Staff to publish in a local newspaper notice of availability of the parcel tax rolls for inspection and the requirements and time frame for lodging complaints/challenging the rolls; and further, that Council schedule tentative dates for the Parcel Tax Roll Reviews to be held in Council Chambers as follows, if required:

- Water and Sewer: Thursday, May 2, 2019 @ 10:00 AM;

- Water and Sewer-South Lakeside: Thursday, May 2, 2019 @ 10:15 AM;

- Downtown Parking and Beautification: Thursday, May 2, 2019 @ 10:30 AM.

And the Parcel Tax Review Panel, if required to convene, consist of Councillors Ryll, Smith and Bonnell

3) Council agreed to allocate additional gas tax funding, once received, as follows:

a) $50,000 for RC Cotton Trail development
b) $30,000 to purchase a vehicle for the City's vehicle pool

With the remainder of $427,752 to be placed into a Special Reserve Account to be spent on appropriate Gas Tax local community projects in 2019

4) Council authorized submission of an application to the NDIT Housing Needs Assessment grant program toward the development of a comprehensive housing needs assessment for Williams Lake

5) Council approved registration, council compensation and other associated expenses for Council to attend the North Central Local Government Association's 2019 AGM and Convention in Williams Lake, BC from May 7 to 10, 2019.

6) Council approved entering into an Encroachment Agreement for property at 185 Fourth Avenue North *Cariboo Place) and the City's signatories be authorized to enter into the Agreement on behalf of the City

7) Council received the City of Williams Lake Facility Condition Assessment Report by Morrison Hershfield dated March 20, 2019 for information and directed Staff to amend the 10-year capital plan to include the repair, maintenance and repair recommendations for City of Williams Lake facilities from this report.

8) Council received a report of the Recreation Coordinator dated March 11, 2019 regarding the annual Hub International Bicycle Rodeo taking place on Sunday, May 5, 2019 from 11:00 AM to 1:30 PM in the Canadian Tire Parking Lot

9) Council adopted the following Bylaws:

a) Building Bylaw No. 2274, 2019
b) Bylaw Notice Enforcement Amendment Bylaw No. 2302, 2019
c) 2019-2023 Financial Plan Bylaw No. 2306, 2019
d) Zoning Amendment Bylaw No. 2300, 2019 (215 Donald Road/Fox Mountain Brewing)

10) Council approved the Lakers' Car Club's 25th Annual Spring Round-Up Show and Shine on Sunday, May 26, 2019 from 6:00 AM to 5:00 PM on Third Avenue between Oliver Street and Proctor Street and Borland Street between Second Avenue and Fourth Avenue

11) Council received a letter from the BC Royal Purple Association dated April 1, 2019 regarding their upcoming "Walk Around the Block" fundraiser for Brain Injury Groups of BC taking place on Sunday, May 26, 2019 and invited Mayor/Council to attend the ribbon cutting ceremony

12) Council proclaimed May 2019 as "Hospice Palliative Care Awareness Month" in the City of Williams Lake

13) Late Item #1 - Council approved the direct award of contract to KDay Forestry in the undertaking of the Williams Lake FireSmart and Fuel Treatments project

14) Late Item #2 - Council gave 1st, 2nd and 3rd Readings to 2019 Municipal Tax Rate Bylaw No. 2307, 2019

15) Council received the "Council Information Package" as of April 9th as follows:

* March 22, 2019 - CRD Board Highlights;
* March 28, 2019 - BC Hydro Peace to Kelly Lake Capacitors Project Update.
