Committee of the Whole (WL Council) Highlights - Feb 16th mtg

Present: Mayor W. Cobb (Chair); Councillors Boehm, Brenner, Nelson, Ryll and Smith (via electronic means) 

Meeting called to order - 6pm

Procedural Motion - Close Meeting to Public Attendance:

Resolved -- That members of the public are not permitted to physically attend the February 16, 2021 Council meeting due to the COVID-19 pandemic and the December 2nd Gathering and Events Public Health Officer Order. As per Ministerial Order No. M192 from the Minister of Public Safety and Solicitor General, and, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public and will be livestreamed on the City’s YouTube Channel to ensure openness and transparency.

Delegations: 

1) Jeff Pelley, RCMP Inspector/Detachment Commander - Williams Lake RCMP re: Police Commission Report for January 2021 - click here

Inspector Pelley appeared before the Committee to discuss the Police Commission Report for January 2021

A Question/Answer period ensued

2) Anne Burrill, Thrive Community Poverty Reduction Project re Thrive Strategy Presentation & Endorsement - click here

Ms. Burrill appeared before the Committee to discuss the Thrive Community Poverty Reduction Project

A Question/Answer period ensued

The Chair thanked Ms. Burrill for her time/information

Resolved -- That Committee of the Whole recommend to Council:

"That pursuant to the report of the Economic Development Officer dated February 16, 2021 and the presentation of Anne Burrill, Thrive Community Poverty Reduction, Council endorse the Thrive Poverty Reduction Plan and further; Council consider providing a grant application to the UBCM Poverty Reduction Planning and Action Program for Stream 2 Activities: Poverty Reduction Action, in the amount of $50,000.00 to support implementation of the plan"

Business:

1) Membership in Local Government Organizations

A joint report from the Corporate Officer/Executive Assistant was presented to the Committee - click here

Discussion ensued thereon

Resolved -- That the Committee of the Whole recommend to Council:

"That pursuant to the report of the Corporate Officer and the Executive Assistant dated February 16, 2021 Council approve the City in continuing its membership in the North Central Local Government Association, the Union of BC Municipalities and the Federation of Canadian Municipalities"

2) 2021 NCLGA Resolutions & Nominations for Executive Positions

Discussion ensued thereon...

Resolved -- That the Committee of the Whole recommend to Council:

"That pursuant to the report of the Executive Assistant dated February 16, 2021, Council approve the 3 submitted NCLGA Resolutions for consideration at the 2021 NCLGA Convention in May 2021

3) North Central Local Government Association's Regional Rep for the Cariboo Regional District for the 2021-22 term

A letter from the Cariboo Regional District's Deputy Corporate Officer was presented to the Committee - click here

Resolved -- That the Committee of the Whole recommend to Council:

That Council receive the letter from the Cariboo Regional District dated February 3, 2020 advising of the nomination period for appointments of Regional District representatives to the NCLGA Executive Board 

4) Memorandum of Understanding between the Cariboo Regional District and City of WL re: Emergency Support Services

A report from the Director of Protective Services was presented to the Committee - click here
Discussion ensued thereon...

Resolved -- That the Committee of the Whole recommend to Council:

That pursuant to the report of the Director of Protective Services dated February 16, 2021, Council endorse the Memorandum of Understanding between the Cariboo Regional District and The City of Williams Lake to provide Emergency Support Services to residents within the Region
