Williams Lake Council Highlights - Feb 9th mtg

Present: Mayor W. Cobb and Councillors Boehm, Bonnell, Brenner, Nelson, Ryll and Smith (via Zoom)

Meeting called to order at 6pm... 

Procedural Motion:

Resolved -- That members of the public are not permitted to physically attend the February 9, 2021 Council meeting due to the COVID-19 pandemic and the December 2nd Gathering and Events Public Health Officer Order. As per Ministerial Order No. M192 from the Minister of Public Safety and Solicitor General, and, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public and will be livestreamed on the City’s YouTube Channel to ensure openness and transparency.

Minutes of the WL City Council Meeting held on January 26th, 2021 were received/adopted

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated January 21, 25, 26, 28 and 29, 2021

2) Council authorized an application in partnership with the Downtown Williams Lake Business Improvement Association to the Northern Development Initiative Trust (NDIT) Marketing Initiatives Program towards a DWL brand extension project, and provide a letter in support of the project by the February 12, 2021 deadline; and further, that $5,000 be allocated from the 2021 Economic Development Budget to be recovered from the COVID Safe Restart Funding

3) Council gave first three readings to Fee Amendment Bylaw No. 2338, 2021 and Building Amendment Bylaw No. 2339, 2021

4) Council gave first three readings to “Council Procedure Bylaw No. 2343, 2021” and directed City Staff to provide the required public notice of this new bylaw

5) Council granted 2021 early budget approval to the Lakeview Avenue Reconstruction project in the amount of $1,383,000 in order to take advantage of savings from early tenders and maximize available warm construction weather

6) Council received a report of the Manager of Public Works dated February 2, 2021 regarding the Museum's request for storage facilities, together with the letter from the Museum of the Cariboo Chilcotin Society dated January 26, 2021 and agreed to refer it to the 2021 Budget Process

7) After hearing from Cariboo RD Area "D" Director Steve Forseth & Cariboo-Chilcotin MLA Lorne Doerksen --  Council unanimously agreed to write to the BC Government (Lt-Gov in Council) asking it establish a Public Inquiry to look into the serious, ongoing issue of the release of prolific and repeat offenders with numerous serious charges into the community of Williams Lake with no significant deterrents to re-offend and a copy of this letter be provided to the local MLA's (Lorne Doerksen/Coralee Oakes); Cariboo-PG MP Todd Doherty and the Cariboo Regional District

Editor's Note -- this matter will be considered at this Thursday's Cariboo Regional District's Board meeting

8) Council received a letter from the Cariboo Flea Market Organizer dated January 21, 2021 requesting approval to hold a flea market in Boitanio Park on Fridays from May 7th through October 1st, 2021 from 8:00 AM to 3:00 PM and directed City Staff to work with the Cariboo Flea Market to identify options and dates for this new weekly community event, once the Provincial Events/Gatherings Public Health Order is lifted

9) Council received the "Council Information Package" as of February 9th, 2021, as follows:

         January 23, 2021 - NCLGA January 2021 Board Highlights Report
         January 25, 2021 - NDIT re January 2021 State of the North Economic Report;
         January 26, 2021 - Letter from Minister Responsible for Housing re Final 2020 Williams Lake Homeless Count Data; and
         February 2, 2021 - Bennet Jones re CN Community Board Grant Stream Information

      Mayor Cobb provided a COVID-19 Community Update and then members of Council and the CAO provided a verbal update as to their recent activities

C   At 7:00pm -- Council agreed to proceed to a Closed Meeting of Council as per Sections 92 and 90(1c,e,k - labour, land and negotiations) of the Community Charter
