Procedural Motion - Close Meeting to Public Attendance:
Resolved -- That members of the public are not permitted to physically attend the February 23, 2021 Council meeting due to the COVID-19 pandemic and the December 2nd Gathering and Events Public Health Officer Order. As per Ministerial Order No. M192 from the Minister of Public Safety and Solicitor General, and, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public and will be livestreamed on the City’s YouTube Channel to ensure openness and transparency

Delegation:
1) Maureen Straza from Council's Accessibility Advisory Committee (AAC) appeared before Council to present the 2020 AAC Annual Report
A Question/Answer period ensued
Mayor Cobb, on behalf of Council, thanked Ms. Straza for her time/information
Resolved -- That the Accessibility Advisory Committee’s 2020 Annual Report of the Chair and Legislative Services Assistant Coordinator dated February 9, 2021 be received and Council approve the Accessibility Advisory Committee’s updated ‘Strategic Priorities & Goals’ as presented, and endorse their new “Come On In” business entry sign program for implementation in 2021.
Business:
1) Council received for information the accounts payable computer cheque and EFT listings dated February 4, 10, 11 and 16, 2021
2) Council allocated an additional $200,000 to the City's Pandemic Relief Fund, $16,795 to Business License Fee Relief, and $20,000 to COVID-Related Contracted Work from the COVID-19 Safe Restart Grant
Councillor S. Nelson declared a conflict of interest on the next item and left the meeting at 6:11pm
3) Council gave 1st/2nd Readings to Zoning Amendment Bylaw No. 2345, 2021 for property at 1704 Broadway Avenue South and a Public Hearing be held on March 23rd, 2021 at 6pm in WL Council Chambers
Councillor S. Nelson returned to the meeting at 6:14pm
4) Council gave 1st, 2nd and 3rd Readings to City of Williams Lake Solid Waste Disposal and Recycling Amendment Bylaw No. 2346, 2021
5) Council received the report of the Director of Community Services dated February 12, 2021, together with the letter from the Cariboo Flea Market organizers dated January 21, 2021, and they (Cariboo Flea Market) be approved to host an outdoor Flea Market at the Cariboo Memorial Recreation Complex’ west parking lot (adjacent to the Kiwanis Park playground) on Thursdays from May 6th through September 30th, 2021, subject to approval of the Interior Health Authority, the licensing department, and entering into an event agreement through the City’s Community Services Department
6) Council adopted City of Williams Lake Fee Amendment Bylaw No. 2338, 2021
7) Council amended Building Amendment Bylaw No. 2339, 2021 to make a correct a couple of typos and gave the bylaw a new 3rd Reading, as amended
8) Council endorsed Committee of the Whole recommendations, as follows:
a) That pursuant to Committee of Whole Council Report #05-2021, the report of the Economic Development Officer dated February 16, 2021 and the presentation of Anne Burrill, Thrive Community Poverty Reduction Project Lead, Council endorse the Thrive Poverty Reduction Strategy; and further, that Council make a grant application to the UBCM Poverty Reduction Planning and Action Program for 'Stream 2 Activities: Poverty Reduction Action' in the amount of $50,000 to support implementation of the plan
b) That pursuant to Committee of Whole Council Report #06-2021 and the report of the Corporate Officer and the Executive Assistant dated February 16, 2021, Council approve the City in continuing its memberships in the North Central Local Government Association, the Union of British Columbia Municipalities and the Federation of Canadian Municipalities.
c) That pursuant to Committee of Whole Council Report #07-2021 and the the report of the Executive Assistant dated February 16, 2021, Council support the three 2021 Resolutions, as amended, included in the report as submissions from the City of Williams Lake to the North Central Local Government Association (NCLGA)
d) That pursuant to Committee of Whole Council Report #08-2021 and the report of the Director of Protective Services dated February 16, 2021, Council endorse the Memorandum of Understanding between the Cariboo Regional District and the City of Williams Lake to provide Emergency Support Services to residents within the Region
9) Council received a letter from the Williams Lake Stampede Association to the BC Minister of Health, Adrian Dix, dated February 9, 2021 seeking guidance from the Province' on the ability and timing in hosting large events in BC in 2021 during the COVID pandemic
10) Council received a letter from the Cariboo Regional District's Central Cariboo Rural Directors Caucus dated February 12, 2021 advising of their decision not to approve Central Cariboo Grants for Assistance funding to the Rotary Club of the Williams Lake Daybreak and City of Williams Lake toward the annual Williams Lake Stampede Parade
11) Council received the Minutes of the Central Cariboo Joint Committee Meeting held January 27, 2021
12) Council released an In-Camera Resolution from its' Closed Council Meeting of February 9th, 2021, as follows:
That Council's desire to acquire the former Poplar Glade School and Glendale School
properties be brought forward at the next public Council Meeting and that School
District 27 and relevant Provincial Ministers be informed of this intent
13) Council received the "Council Information Package" as of February 23rd, 2021 as follows:

Members of Council and the CAO provided verbal reports on their recent activities in the City
