WL Council Highlights - May 11th mtg

Public Hearing regarding Zoning Amendment Bylaw #2336 (2000 Mackenzie Avenue) called to order at 6:01pm

City Council Meeting called to order at 6:08pm

Mayor Cobb recognized that the meeting is taking place on traditional Shuswap territory

Procedural Motion - Close Meeting to Public/Media Attendance:

Resolved -- That members of the public are not permitted to physically attend the May 11, 2021 Council meeting due to the COVID-19 pandemic and the December 2nd Gathering and Events Public Health Officer Order. As per Ministerial Order No. M192 from the Minister of Public Safety and Solicitor General, and, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public and will be livestreamed on the City’s YouTube Channel to ensure openness and transparency.

Minutes of the previous City Council held April 27th, 2021 were received and adopted

Business:

1) Following a Public Hearing -- Council gave third reading to Zoning Amendment Bylaw No. 2336, 2020 and agreed to hold Bylaw #2336 for consideration of 
adoption in abeyance, pending approval of an encroachment agreement for the parking spaces and a portion of the building located on the City boulevard

2) Council received for information the accounts payable computer cheque and EFT listings dated April 22, 29, May 3 and 6, 2021

3) Council agreed to introduce and give 1st, 2nd and 3rd Readings to "City of Williams Lake Fee Amendment Bylaw No. 2350, 2021"

4) Council authorized a letter of response to be sent to Tyrel Skinner, representing the Westridge Community, advising that the City has obtained speed reader data from Westridge Drive which indicates that further substantial traffic calming measures in the neighbourhood are currently not warranted and that no further action will be taken at this time, however, the RCMP will be requested to do additional patrols in the area.

5) Council awarded the contract for CCTV camera inspection and cleaning of approximately 19,880 metres of sanitary sewer mains to Northern Lights Technology Ltd. for the bid price of $81,408.60, including applicable taxes

6) Council agreed to defer the approved Relining of Western Avenue Reservoir A in the 2021 Capital Works Program to 2022 and use the allocated $180,000 for relining to replace an approximate 230 metre portion of the Hodgson Road water main in the proposed Phase 1 area; and further, that the cost of this project be subtracted from the proposed Phase 1 Hodgson Upgrade, thereby reducing the phase 1 cost in the future.

7) Council endorsed a recommendation from the Central Cariboo Joint Committee of its' meeting of April 28th, as follows:

“That the Central Cariboo / City of Williams Lake Joint Committee recommends the report from Ian James, Director of Community Services, City of Williams Lake dated March 24, 2021 regarding the request from the Western States Hockey League (WSHL) be received; and further, the recommendation contained in the report to accept the request from the WSHL and to enter an ice rental agreement for a Junior ‘A’ hockey team be rejected.”

8) Council adopted the following Bylaws:

a) 2021 Municipal Tax Rate Bylaw No. 2348, 2021 
b) Development Cost Charge Reserve Fund Expenditures Bylaw No. 2349, 2021

9) Council received the letters from the Village of Montrose dated April 20, 2021, the City of Nanaimo dated April 26, 2021 and the Village of Alert Bay dated April 27, 2021 in support of the City of Williams Lake's call for public inquiry for stronger sentencing of prolific and repeat offenders

10) Council received the letter from the Ministry of Forests, Lands, Natural Resource Operations and Rural Development dated April 26, 2021, in response to the regional letter sent on March 16, 2021 on behalf of the Cariboo Regional District, District of 100 Mile House, City of Williams Lake, District of Wells, City of Quesnel and City of Prince George in support of increased provincial funding for Barkerville Heritage Trust for their 2021 operating season

11) Council received the Minutes of the Central Cariboo Joint Committee Meeting held April 28, 2021

12) Council proclaimed the week of May 16-22, 2021 as "Local Government Awareness Week", in the City of Williams Lake

13) Council brought forward, for public information, the following In-Camera Resolution:

That the report of the Deputy Corporate Officer dated March 4, 2021 be received and a Certificate of Merit be awarded to Brock Hoyer for his noteworthy achievements in 2019 representing Williams Lake as the bronze medal finalist in Snowbike Cross at the X Games in Colorado, USA and his starring role in 'The Way Home' by Staked Films, adventure sport film producer, in Revelstoke, BC.

14) Late Item -- Council brought forward, for public information, the following In-Camera Resolution:

That $35,000 from the COVID Safe Restart funding, previously allocated by Council Resolution No. 382/20 to support mental health services, be granted to the Canadian Mental Health Association Cariboo Chilcotin Branch to partially fund a position to support mental health programs in the community; and further, that staff be directed to draft a grant agreement for the provision of these funds.

May 3, 2021 - Bears Matter Consulting re Support for Moratorium on Wolf Hunting in BC
