Cariboo RD Board Highlights - Sept 1st mtg

Present: Chair M. Wagner; Directors Sjostrom, Bachmeier, Massier, Forseth, Delainey, LeBourdais, Richmond, Glassford, Kirby, Mernett, Macdonald, Coleman, Simpson, Bonnell and Pinkney  

Meeting called to order at 9:50am 

The Chair recognized that the meeting was taking place on the traditional, unceded and ancestral lands of the Williams Lake First Nation within Secwepemculecw

Meeting Agenda adopted

Minutes of the Cariboo Regional District Board meeting held August 12th, 2022 were received and adopted, as circulated

Delegations' Memorandum of Business - as of September 1st, 2022 was received

Business:

1) Development Services:

a) The following Planning Bylaws were given 3rd Reading or 3rd Reading & Adoption or Adoption:

Quesnel Fringe Area Zoning Amendment Bylaw No. 5352, 2021 (3rd reading only) for property at 1033 Jade Street/Area "A"

*  Green Lake and Area Official Community Plan Amendment Bylaw No. 5374, 2022 and South Cariboo Area Zoning Amendment Bylaw No. 5375, 2022 (3rd Reading only) for property at 7976 Begbie Road/Area "G"

South Cariboo Area Zoning Amendment Bylaw No. 5390, 2022 (3rd Reading only) for property at 7736 High Country Road/Area "L"

 South Cariboo Area Zoning Amendment Bylaw No. 5358, 2021 (Defer consideration of adoption up to 60 days) for property at 5501 Park Drive/Area "G"

b) The following Development Variance Permit was approved

* DVP #42-2022 -- 8476 Gerald Crescent/Area "L"

c) The following ALR/Agriculture Land Commission Applications were authorized for submission to the Provincial Agriculture Land Commission with a recommendation to approve

* ALRD20220034 for property at 5351 Cariboo Hwy 97 North (Non-Adhering Residential Use)  -- Area "D"

* ALRD20220049 for property at Bull Mountain – Smokey Mt. Forest Service Road ( non-farm use (Removal of Soil)  -- Area "D" 

d) The Board directed Staff to undertake public notice and facilitate a public information meeting, at the applicant’s expense, with respect to the Board’s consideration of discharge of covenant KJ032869.

And that the request to discharge covenant KK014234 be rejected as it is not in the public interest for property at 4858 Pierreroy Crescent/Area "G"


e) The Board received a report of the Manager of Planning Services in regards to the Thompson-Nicola Regional District’s proposed text amendments to the Green Lake and Area Official Community Plan


2) Finance


a) The Board brought forward an In-Camera Resolution from a previous In- Camera Meeting of the Cariboo Regional District Board - for public information


"That the agenda item summary from Charles Boulet, Manager of Environmental Services, dated July 29, 2022, regarding a proposal to enhance and better balance Utility Operator coverage within the Environmental Services Department, be received. Further, that the Board approve the following staffing changes and accompanying utility operator wage budget increase of 4.5%:

* Change the supervisor position by lowering to a Full time Utility Operator position; and

* Change the Part Time position to a Full time Utility Operator position"


b) The Board received and ratified the Monthly Cheque Register for the month of August 2022, in the amount of $3,190,092.87


3) Administration


a) The Board designated Directors' for CRD Resolutions' at the 2022 UBCM Convention and authorized the Late 2022 UBCM Resolution concerning composition of the local RCMP Detachment Commander Selection Committee 


b) The Board received the Consent Calendar as of September 1st, 2022


4) Corporate Bylaws


a) Cariboo Regional District Gook Road Streetlighting Service Establishment Bylaw No. 5394, 2022 was adopted after receiving 0 AAP/Alternate Approval Process forms opposing the initiative to establish a streetlight service along Gook Road in Electoral Area "A"


The Board received the Chair's activity report as of August 31st, 2022
