WL Council Meeting Highlights - September 7th

Present:

Mayor Cook and Councillors Bourdon, Hebert, Rathor, Walters and Zacharias (via teleconference)

Meeting called to order at 6:00pm

Council adopted the August 24th meeting minutes

Delegations/Presentations:

1) Mayor Cook presented a “Community Spirit Award” to the local Lakers’ Car Club
2) Irene Willsie appeared before Council to discuss the “Take Back the Night” event on Friday, September 24th

Business:

1) Council will submit a letter of support to the British Columbia Recreation and Parks Association (BCRPA) to help encourage the Federal and Provincial governments to address the growing recreation infrastructure deficit in BC.
2) Council received for information a report from Councillor Tom Barr (Finance Portfolio Chair) and City CAO Brian Carruthers regarding their attendance at the UBCM (Union of BC Municipalities’) Industrial Taxation Forum in Richmond, BC on August 13th
3) After receiving no public comment, Council approved DVP #5-2010 (MacKay Electric Ltd – 1447 South Lakeside Drive)
4) Council approved amending the 2010/2011 Annual Operating Agreement (AOA) with BC Transit to allow for expansion of the Williams Lake HandyDART service for the remainder of the 2010/11 fiscal year
5) Council adopted a number of Committee of the Whole recommendations including:

• Council received the 2nd Quarter Report
• Council adopted the Imagine Our Future Integrated Community Sustainability Planning Framework
• Council approved travel and associated expenses for Councillor Sue Zacharias to attend the Living & Building with Wood-First Forum on September 9 and 10, 2010 at the Whistler Conference Centre in Whistler, BC.
• Council referred to the Central Cariboo Joint CRD-City of WL Committee the funding request of the WL Field Naturalists (additional $40,000 per year)
• Council approved the request from the Stampede Association for their existing Lease Agreement to have the ball field in the middle of the Stampede Grounds incorporated into their existing Lease pending submission of a plan for the area to be approved by Council and the former Men’s Fastball lease area to be designated as a ‘Common Area’ within the Stampede Park and Stampede Park tenants be permitted to use the area as required for their events
• Council will send a letter to FCM (Federation of Canadian Municipalities’) and to the Federal Government requesting the census short form questions that also appear on the census long form be mandatory and the balance of the questions on the long form be optional. A copy of this letter will be forwarded to all BC MP’s (Member of Parliament), all UBCM members’, the Prime Minister of Canada and the Minister responsible for the Canadian Census

6) Council gave permission for the "Take Back the Night" event to take place on Friday, September 24, 2010 at 5:00 pm
7) Council received for information the CRD Board Highlights for its’ September 2nd, 2010 meeting
8) Council proclaimed October 18th – 24th as “Waste Reduction Week” in the City of Williams Lake

Council recessed its’ meeting at 6:55pm to conduct a Public Hearing on Zoning Amendment Bylaw #2119
Council resumed its’ meeting at 7:29pm

9) After a Public Hearing where 2 people came forward to speak on Zoning Amendment Bylaw #2119, Council deferred consideration of 3rd Reading/Adoption of Bylaw #2119 until City Staff reports back on the 2 public presentations received on Zoning Amendment Bylaw #2119. The report from Staff will be considered at the September 21st Williams Lake Council meeting

Council then adjourned at 7:32pm and convened an In-Camera Meeting (Section 90(1) (e) of the Community Charter – land issues)
