Editor's Note - 2011 Proposed Budget Bylaw up for 3 readings. No sense that public input/recent delegation from Tolko changed the budget in major way because if the City's 2011 Budget is adopted, then the 2011 Tax Rates Bylaw that will come next before Council will implement the 2011 Budget
Also - I'm disappointed on Council's Secondary Suite vision, insofar as how the bylaws are moving forward. I'm intending, as the City's APC Chair, to make recommendations to Council as to how this should be corrected (public should be permitted to discuss the 20% surcharge to R-1 homes with secondary suites at the time that the Zoning Amendment Bylaw is before Council at a Public Hearing)
Finally - WL City Councillor Natalie Hebert's resignation will be official as of June 1st and will be received at this meeting

I agree with Council's safety issues, when it comes to secondary suites. But, how do the 20% increase in the utility bills assist with that? They don't.
I have a secondary suite. My partner and I rent it to ONE person. I have NO problem with a safety inspection and agree that every home that has a suite should have one. But what does a 20% increase in the utility bill have to do with safety? Nothing. Zilch. This is a money grab, plain and simple, under the guise of ensuring that that there is safe housing for all economic demographics.
Most people (like myself) that maintain suites, have them because we need the income, and the majority of us have no more than 3 to 4 people in the home. Why are we being punished? Let's get metered.
This is unfair.
