Rick Gibson – Presentation to City
Rick Gibson presented a $10,000 cheque to the City to contribute to the new Rick Hansen Monument, to be erected at the Tourism Discovery Centre.
Dr. Ray Sanders – Thompson Rivers University Update
Dr. Ray Sanders, campus director for Thompson Rivers University – Williams Lake gave an update on the campus’s programs, enrolment, and the economic and social impacts of the university in Williams Lake. A recruitment drive is underway and there will be a gala March 31 to raise funds for scholarships and bursaries.
Fred Thomas and Janie Tanis – Introduction of 2012 Stampede Queen Contestants
Williams Lake Stampede Association President Fred Thomas and Queens Director Jamie Tanis introduced four 2012 Stampede Queen contestants to Council:

Letter from Solicitor General re: Victim Services Funding
Council received a letter from Solicitor General Shirley Bond in response to the City’s request to have the Victim Services funding formula amended to reflect demand for service as opposed to population. There are no plans to change the funding formula. Council directed that a letter be sent to Solicitor general Bond requesting an additional increase in Police Based Victim Services funding for Williams Lake based on the community’s current needs.

Zoning Amendment Bylaw No. 2135 - Withdrawal
Council rescinded third, second, and first readings of Zoning Amendment Bylaw No. 2135, which was to amend the text of Zoning Bylaw No. 1825 - Section 326N Comprehensive Development Zone 14 (CD-14) to include apartment uses, congregate housing use and parking requirements as they relate to the Phase 3 building of Retirement Concepts.

Zoning Amendment Application - Bylaw No. 2152 - Axis Family Resources Ltd. - 324 First Avenue North
Council accepted an application from Axis Family Resources Ltd. To amend to amend the City of Williams Lake Zoning Bylaw No. 1825, 2002 to change the zoning at 324 1st Avenue North from the Two Family Residential (R-2) zone to the Low Density Multiple Family Residential (R-3) zone, and by deleting Section 305.1 Permitted Land Uses and replacing it with the amended text noted in the Williams Lake Zoning Amendment No. 2152, 2011. Council gave first reading to Zoning Amendment Bylaw No. 152 and forwarded the application to the Advisory Planning Commission for comments and recommendations.

Housing Need & Demand Study – Award of Contract
Council awarded the contract for completion of a Housing Need & Demand Study for Williams Lake and the surrounding area to City Spaces Consulting Ltd. in the amount of $30,000. The Cariboo Lodge Task Force recommended that the City complete a Housing Need and Demand Study to inform the work of the Task Force in making recommendations with respect to a plan for the use of the Cariboo Lodge site. The City has received $25,000 from Canadian Mortgage and Housing and the Real Estate Foundation to complete the study, and $10,000 is allocated in the City’s budget. The process will be guided by the Cariboo Lodge Task Force in an advisory capacity.

Nutrition Run
Council received a report regarding the Nutrition Run to be held on Sunday, April1, at the Cariboo Memorial Recreation Complex, and encouraged the community to participate.

Letter from Chilcotin Road Elementary - Grade 4 Class
Council received a letter from the Grade 4 class at Chilcotin Road Elementary School thanking the Mayor for her visit in January and offering suggestions for the City to pursue. These include increasing tourism, updating the Museum of the Cariboo Chilcotin, creating a dog park, and planting trees at The Stampede Grounds camping area. Council will send a letter of appreciation to the class.

Lakers Car Club 18th Annual Spring Round-Up Show and Shine
Council gave approval for the Lakers Car Club’s 18th Annual Spring Round-Up Show and Shine on Sunday, May 27 from 6 a.m. to 5 p.m. on 3rd Avenue between Oliver Street and Proctor Street and Borland Street between 2nd Avenue and 4th Avenue, with barricades at the locations as requested by the club. The club was also requested to coordinate this event with City staff.
