WL Council Highlights - Nov 6th mtg

Present:

Meeting called to order at 6:00pm

Delegation:

1)  Prayer Month (November) in the City of Williams Lake

Business:

1) Council received the accounts payable cheque runs for the periods ending October 25th and November 1st

2) Council ratified an email poll authorizing attendance, travel and associated expenses for Mayor Cook to attend 'A Women's Dialogue and Luncheon with Premier Christy Clark' in Prince George, BC on October 29, 2012

3) Council adopted a number of Central Cariboo Joint Committee recommendations as follows:

a) That Director Kemp, Scott Reid, Chief Financial Officer and Janis Bell, Chief Administrative Officer be appointed to represent the Cariboo Regional District and Councillor Bourdon, Pat Higgins, Director of Financial Services and Geoff Paynton, Director of Community Services be appointed to represent the City of Williams Lake on the sub-Committee to review the Joint 2013 Grant-in-Aid applications

b) The Central Cariboo Arts & Culture Society's '2012 Canada Day / Performances in the Park Year-End Report' be received and Council support the continuation of their contract for the 2013 year.

c) The Human Resources and Skills Development Canada Enabling Accessibility Fund grant application for three automatic door openers at the CMRC be received and the remaining $2,400 from the Rick Hansen Celebration account be used towards this project.

d) The Central Cariboo Recreation and Leisure Services 2013 Business, Financial and Capital Plans be endorsed as presented

e) The Central Cariboo Arts and Culture 2013 Business and Financial Plans be received and endorsed as presented

4) Council received for information a report from Councillor Zacharias concerning the 2012 Union of BC Municipalities Conference

5) Council awarded the contract to facilitate the recruitment process in hiring a new Chief Administrative Officer for the City of Williams Lake to Grant Smith of Waterhouse Executive Search at a cost of approximately $17,000

6) Council agreed to recognize the unique challenges policing faces in the community and develop a strategy through the policing portfolio to approach the Provincial and Federal governments for additional resources.

7) Williams Lake Water Conservation Amendment Bylaw No. 2159 was given 1st, 2nd and 3rd Reading

8) Council approved renewal of the City's 'Community Video Tour Agreement' with CGI Communications Inc. for the provision of a community video tour on the City of Williams Lake website

9) Council endorsed an application for a Senior's Housing and Support Initiative grant, through the 2013 Age-Friendly Community Planning & Project Grants Fund, for a healthy eating kitchen renovation and Food Safe training sessions at the Seniors Activity Centre; and further, a letter of support will be provided on behalf of Mayor and Council.

10) Council agreed to support School District No. 27's efforts to achieve the best educational outcome of all students now and into the future and request that a representative of the Board appear as a delegation to Council to outline the options contained in their "Initial Options Report".

11) Council adopted a number of recommendations from Committee of the Whole as follows:

a) a letter of appreciation be sent to Ron and Bel Hume for their generous donation to the City; and further, Staff investigate an appropriate location for the elk hide in consultation with Mr. and Mrs. Hume

b) Council agree that Committees are to be used as working groups directed by Council to research and make recommendations on specific matters for Council's consideration

c) Council implement the debt management policy when developing the long-term financial plan for the City of Williams Lake

d) Council approve Purchasing Policy #138 as amended to include details of a process for the solicitation, documentation and filing of expressions of interest for an approved contractor list

e) Council approve the amended Conflict of Interest Policy #181

12) Council received/endorsed the minutes & recommendations contained within the minutes from the Oct 24th Central Cariboo Joint Committee meeting

13) Council received for information a letter from BC Hydro regarding the 2013 grant to the City of Williams Lake in the amount of $141,332.58, representing 1% of revenues from electricity sales within the City of Williams Lake for the year ending March 31, 2012

14) Council gave approval for the Winter Lights Christmas Magic Light-Up Event and Santa Claus Parade on Saturday, November 24, 2012

15) Council proclaimed the month of November as "Prayer Month" in the City of Williams Lake

16) (Late Item) Council:

a) approved the Poppy Campaign sale days from October 30, 2012 to November 11, 2012;
b) authorized use of the Gibraltar Room for the Remembrance Day ceremonies on November 11, 2012.
c) approved the parade route on November 11, 2012 as indicated and Staff coordinate the placement of barricades as requested; and approval be given for the use of the City Hall lobby for accumulation of Wreath and Crosses before and after the service parade; and
d) Council proclaimed the week of November 5-11, 2012 as "Veterans' Week" in the City of Williams Lake, pursuant to City Policy.

Members of Council then gave oral reports on issues/events occuring in Williams Lake
