WL Council Highlights - April 4th mtg

Present: Mayor Cobb; Councillors S. Nelson, J. Ryll, C. Smith, L. Walters and S. Zacharias

Meeting called to order at 6pm

Meeting Agenda/Minutes of the March 21st, 2017 meeting of WL City Council, both adopted

Business:  

1) Council received for information the accounts payable computer cheque listings for March 23 and 30, 2017 respectively

2) Council approved registration, travel and associated expenses for Mayor and Council to attend the 62nd Annual North Central Local Government Association (NCLGA) AGM and Convention being held May 3 to 5, 2017 in Terrace, BC, as per Council policy

3) Council gave 2nd Reading to Zoning Amendment Bylaw #2257,2017 (Trevor & Jo-el Pitre - 105 to 117 Paxton Road) and directed that a Public Hearing be held on the Bylaw on April 25, 2017 at 7:00 PM in Council Chambers

4) Council agreed to release Title Document No. CA3334303 being a restrictive covenant from the subject property, located at 907 Proctor Street, due to successful completion of the public notification process

5) Council received Development Permit #2-2017 (1125 Murray Drive) and directed the usual notifications take place and that the Development Permit be further considered by Council at the April 25th meeting of Council

6) Council directed Staff to proceed with planning for tender and paving of various City-wide streets using mill-and-fill rehabilitation in accordance with the Pavement Management Plan, subject to budget approvals

7) Council received a report to encourage its' and the community participation in the McDonald's Bicycle Rodeo on Saturday, May 6, 2017 at the Canadian Tire parking lot from 11:00 AM to 1:30 PM.

Councillor S. Nelson declared a perceived conflict of interest on the next item, as he owns 2 Motel/Hotels in Williams Lake and left the meeting at 6:09pm

8) Council ratified a Committee of the Whole recommendation, from its' March 28th COW Meeting, as follows:

Council provide a letter of support to the Cariboo Chilcotin Coast Tourism Association as follows:

On behalf of the City of Williams Lake, this letter is confirmation that the Mayor and Council having met on April 4, 2017 support the request of Cariboo Chilcotin Coast Tourism Association to be named the eligible entity and thus be the recipient of the 3% Municipal Regional District Tax (MRDT) collection in the Cariboo Chilcotin Coast accommodation areas for a five-year term

Council divided.  Approved by the following vote:

Affirmative - Mayor Cobb; Councillors Ryll, Walters and Zacharias
Negative - Councillor C. Smith

Resolved - That the letter/petition from several owners of Hotels in Williams Lake in regards to the CCCTA MRDT proposal be received/referred to the Cariboo-Chilcotin-Coast Tourism Association for their information

Councillor S. Nelson returned to the meeting at 6:20pm

9)Council received a letter from the Sacred Heart Catholic School's Parent Support Group requesting that it and the community attend the Sacred Heart Catholic School's first annual "Mayfest" Event, being held Saturday, May 27, 2017 in the field and parking lot of the school

10) Council received a letter from the City of Vernon and agreed to support its' petition to stop the Federal government applying GST to the provincial carbon tax

11) Council agreed to proclaim the week of May 1-7, 2017 as "Mental Health Week" in the City of Williams Lake

12) Late Item -- Council received an information and nomination package from BC Transit for the 2016 Transit SuperStar Awards, directed Staff to post the same on the City's website and that the community be encouraged to participate

13) Council received the 'Council Information Package' as of April 4th as follows:

Members of Council reported on their recent activities
The CAO provided a verbal report on his recent activities
