Quesnel Council Mtg Review - Feb 18th

For those in Quesnel - your City Council will be meeting as a Committee of the Whole and reviewing the following items:

1) Councillor Mike Cave to propose a NCLGA (North Central Local Gov't Association) motion regarding Genetically Modified Food.  No background info on this item, as of this writing.  I will be interested in seeing what he proposes and the background information that goes with this...

2) Review of City Reserves - Staff report here and Reserve Numbers here
3) Review of Draft 2013 Capital Budget - Staff report here, Draft 2013-17 Capital Plan here and 2013 Capital Projects (draft) here

Editor's Note -- There is $860,000 of funds in the proposed 2013 General Capital Fund and Quesnel Staff say cuts of $132,485 or a reduction of 15.4% in the proposed General Capital Fund projects list  must be achieved to get the General Capital Fund to balance.  There are other projects to be done that will be funded through various other Funds and Quesnel Staff do not propose cuts in the Draft Capital 2013 list as the other Funds have sufficient funds to achieve those projects in 2013

4) Review of Supplementals - Staff report here and voting results here

Editor's Note -- Councillor Mike Cave voted alone against funding for a "First Nation -- Community to Community Forum" while Councillor Thapar voted no to increased funding for Council's Environmental Advisory Committee ($2,500 to $7,500), setting of a $27,500 budget for FOI requests,  Supervisory Training, Quesnel Museum's 50th Anniversary, - $25,000 for Himalayan Balsam (Invasive Plants), increase Council Travel Budgets to $6,000 per Councillor, and money for a Management Consultant Review. 

To review - out of 9 Supplementary Budget requests:

Mayor Sjostrom voted 'no' once - additional janitorial time for the local Community Policing Office

Councillor Cave - voted to approve five of nine supplementals - voted against First Nations C2C funding, additional janitor time at local CPAC building, increase Council Travel Budget and Management Review Consultant and has a question on the FOI Requests Budget and supports Supervisory Training Budget to a maximum of $10,000

Councillor Brisco voted to approve all nine supplementals

Councillor Coleman voted to approve eight of nine supplementals with caveats on Environmental Advisory Committee (maintain at $2,500), $13,750 for FOI Requests Budget, $7,500 for Supervisory Training, fund Quesnel Musuem's 50th Anniversary out of 'Council Projects' fund, increase Council Travel Budgets to $5,500 per Councillor, but rejects funding a Management Consultant Review

Councillor Roodenburg - voted to approve all nine supplementals but has questions on funding increase to Environmental Advisory Committee (increase to $7,500 one time or....?) and Quesnel Musuem's 50th Anniversary -- Grants for this??

Councillor Elliot - voted to approve eight of nine supplementals - voted against $25,000 for Invasive Plants (Himalayan Balsam)

Councillor Thapar - voted to reject all but two supplementals - voted to approve more janitorial time at local CPAC Building and First Nations C2C Funding
