Committee of the Whole (WL Council) - Feb 18th mtg

Present - Mayor Cook (Chair) and Councillors Bourdon, Hughes, Rathor, and Walters

Absent - Councillors Ivan Bonnell and Sue Zacharias

Staff:

Darrell Garceau - City Manager
Cindy Bouchard - Mgr of Legislative Services/Corporate Officer
Geoff Goodall - GM of Planning/Operations
Anne Burrill - Mgr of Social Development

Also Present - Monica/Tanner from WL Junior Council

Meeting called to order at 6pm

Agenda approved/Mins of Feb 4th Committee of Whole meeting approved

Delegation:

1) Nancy Giesbrecht/Dave Dickson from Rotary Club appeared before the Committee to discuss improvements to Boitanio Park

A Question and Answer period ensued

The Chair, on behalf of the Committee, thanked the delegation for their time/information

Committee Action - Delegation received and the concept for lights within Boitanio Park be endorsed and Staff work with the Rotary Club to develop a Business Plan for the improvements discussed for Boitanio Park and said business plan return to a future Committee of the Whole meeting for consideration.

Committee Action - Council referred the issue of replacing dead trees within Boitanio Park to the Community Services Committee for consideration with a report from the Committee to be presented at a future Committee of the Whole meeting

Business:

1) NCLGA Resolution - Motion from WL Junior Council

Tanner from WL Jr Council presented the item to the Committee
Discussion ensued thereon

Committee Action - That it be recommended to Council:


That Council submit the following resolution to NCLGA:

Whereby Junior Council structures teach youth about the role of local government and provide an opportunity for youth to participate in civic affairs of a community,

Be it therefore resolved that NCLGA encourage their members to develop Junior Council structures to support youth involvement in local government.
2) Proposed SD #27 Community Facilities Policy

The City Manager discussed the item with the Committee
Discussion ensued thereon

* Letter already sent to SD 27 Board of Education asking for time extension to provide input on proposed Policy.  Request to be considered at Tuesday's SD 27 Board meeting

* Item to be included for discussion at next quarterly School Trustee/WL City Council meeting
