Williams Lake Council Highlights - Dec 15th mtg

Present: Mayor W. Cobb and Councillors S. Boehm, I. Bonnell, M. Brenner, S. Nelson, J. Ryll and C. Smith

Meeting called to order - 6:01pm

Procedural Motion:

Resolved -- That members of the public are not permitted to physically attend the December 15, 2020 Regular Council meeting due to the COVID-19 pandemic and the December 2nd Gathering and Events Public Health Officer Order. As per Ministerial Order No. M192 from the Minister of Public Safety and Solicitor General, and, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public and will be livestreamed on the City’s YouTube Channel to ensure openness and transparency.

Minutes of the City Council meeting held December 1st, 2020 be received/adopted

Delegations:

1) Reconsideration of the Remedial Action Resolution issued on November 10th, 2020

Report of the Senior Bylaw Officer was presented to Council as well as Kevin Church, legal counsel for the property owners at 4005,4007,4009,4013 Frizzi Rd orally presented to Council 

Discussion ensued thereon.... 

Resolved -- That the report of the Senior Bylaw Officer dated December 9, 2020 and the presentation from the Frizzi Road property owners seeking reconsideration of Council's Remedial Action Order of November 10, 2020 be received and an extension to comply with the Remedial Action Resolution of Nov 10th, 2020 be authorized to February 15th, 2021 for properties at 4005, 4007, 4009 and 4013 Frizzi Rd and progress reports be provided every 2 weeks; that a meeting be established with property owners in respect of the future of Frizzi Road and finally that City Staff be requested to work with CN Rail to find solutions in respect of their operations in the Frizzi Road area (ie: speed, etc)

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated November 26, 30, December 3, 4, 8, 10 and 11, 2020

2) Council supported 2 NDIT Grants being applied for as follows:

a) $8,000 for Grant Writing Support
b) $50,000 for Economic Development Capacity Building

3) Council approved the 2020/2021 Annual Operating Agreement amendment with BC Transit and authorized the Mayor/Corporate Officer to sign the Agreement 

4) Council ratified an email poll authorizing Staff to, on a temporary basis, livestream meetings of Committee of Whole Council in light of Public Health Orders banning in person attendance at Committee of Whole Council/City Council meetings

5) Council ratified an email poll authorizing staff to use the remainder portion of $408,000 left in the 2020 paving budget of $1,115,568 and add it to the contract awarded to Key-West Asphalt

6) Council awarded the GPS Vehicle Tracking RFP for the City’s fleet vehicles to Wireless City Inc. for a one-year cost of $31,093, and approve an additional annual cost of $12,648 to be added to the yearly operating budget to begin in 2022

7) Council endorsed a Central Cariboo Joint Committee recommendation from the Committee's November 25th, 2020 meeting as follows:

That pursuant to Central Cariboo Joint Committee Report #04-2020, the report of Darron Campbell, Manager of Community Services, Cariboo Regional District dated November 13, 2020 regarding renewal agreements with the Central Cariboo Arts and Culture Society for service delivery as well as management and operations of the Central Cariboo Arts Centre, be received; and further, that the agreements be renewed for a five-year term with an annual payment increasing from $102,000 in 2021 to $116,000 in 2025, and the appropriate signatories be authorized to execute the agreements.

8) Council endorsed Committee of the Whole recommendations from the previous Committee of the Whole meeting, as follows:

a) That pursuant to Committee of Whole Council Report #21-2020 and the report of the Senior Staff dated December 8, 2020, Council decline to support the Emergency Housing Response Action Plan in its current form and staff be directed to continue to work with the group in developing longer-term solutions.

b) That pursuant to Committee of Whole Council Report #22-2020, the report of the Chief Financial Officer dated December 8, 2020 be received for information and Council consider actions to reduce future capital investment pressures; and further, that Council pre-approve the Sanitary - Flood Recovery Plan Project to allow early tendering, and defer consideration of the Cemetery Irrigation Upgrade Project for pre-approval to a future meeting

c) That pursuant to Committee of Whole Council Report #23-2020, the report of the Chief Financial Officer dated December 8, 2020 be received and Council award the 2021 Grant- in-Aid amounts as follows:

* That the application from Communities That Care be approved in the amount of $5,000;
* That the application from Handmade Hugs be denied
* That the application from New Horizons Society for Autism and Special Needs be approved in principle subject to the group providing AGM minutes and an organizational budget;

• That the application from the Williams Lake Field Naturalists be denied;
• That the application from the Williams Lake Stampeders Hockey Club be denied;
• That the application from the Williams Lake Trail Riders Association be denied; and
• That the application from the Williams Lake Cycling Club be approved, subject to no other duplicate  grants be sought for this project

d) That pursuant to Committee of Whole Council Report #24-2020, the $100,000 allocated from the COVID-19 Safe Restart Grant to provide businesses and seniors homes with non- medical face masks, hand sanitizer, and COVID signage (including floor decals) be expanded to include non-profit organizations within the City.

9) Council received the Central Cariboo Joint Committee minutes of its' November 25th, 2020 meeting

10) Late Item -- Council authorized Mayor Cobb to sign the joint letter to the British Columbia Utilities Commission from the Cariboo Regional District on behalf of the City of Williams Lake, advising that the signatories are not in agreement with local governments absorbing costs related to disposal and depreciation costs of existing street lights.

11) Council received the "Council Information Package" as of December 15th, 2020

Members of Council provided oral reports on their recent activities in the City 

Motion to Resolve to a Closed Council Session:

Resolved - That Council now move into a Closed Meeting according to Section 92 of the Community Charter for discussion of items identified under Section 90 (1) (j) Information that is prohibited, or information that if it were presented in a document would be prohibited, from disclosure, under Section 21 of the Freedom of Information and Protection of Privacy Act, and (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interest of the municipality if they were held in public
