WL Council Highlights - Sept 21st mtg

Present: Mayor W. Cobb and Councillors S. Boehm, I. Bonnell (via Zoom), M. Brenner, S. Nelson, J. Ryll and C. Smith

Meeting called to order at 6:02pm, following adjournment of the Public Hearing on Zoning Amendment Bylaw #2351, 2021 (207 Renner Rd) and the Mayor recognized that the meeting was taking place on traditional Northern Secwepemc (Shuswap) territory

Minutes of the WL City Council Meeting held on August 31st, 2021

Matters brought forward from Public Hearing or Public Input Session:

1) Following a Public Hearing, Council gave 3rd Reading and Adoption to Zoning Amendment Bylaw #2351, 2021 (207 Renner Rd)

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated September 2 and 9, 2021

2) Council approved that a request to the Minister of Municipal Affairs, go forward, for the powers, pursuant to Section 781 of the Local Government Act, for the disposition (write-off) of $2,034.03 uncollectable property taxes receivable, including penalty and daily accruing interest amounts, on the manufactured home property identified as:

 

Tax Roll/Folio # 0070560.561, manufactured home registry #6499, civic address: 56-3001 Mackenzie Avenue N, Williams Lake BC V2G 3N9

3) Council approved the Downtown Revitalization Tax Exemption application from 1198514 BC Ltd. for a new commercial retail store including signage, parking area and landscaping for the building located at 548 Mackenzie Avenue South, issuing a certificate for the 2021 property value increase and authorization was granted to enter into a Downtown Revitalization Tax Exemption Agreement

4) Council agreed to support an application to the 2021 Community Resiliency Investment Program (CRI) – ‘2022 FireSmart Community Funding & Supports Program - Stream 1’ through the Union of BC Municipalities and approve a funded contract for a FireSmart Program Coordinator under Protective Services Department

5) Council ratified an email poll authorizing approval of free transit service (i.e. conventional and HandyDART) for the Federal General Election Day taking place on Monday, September 20, 2021

6) Council approved of Free Transit for Children under 12 on the City of Williams Lake Transit System starting September 1, 2021, with loss of revenue to be covered by the Provincial Government.

7) Council authorized the purchase of a Sport Utility Vehicle (SUV) to replace unit 143 with funding being drawn from the Unit 143 insurance claim and 2021 ICBC insurance rebates

8) Council approved the following Proclamations, as follows:

a) "Waste Reduction Week" - October 18 to 24, 2021

b) "Foster Family Week" - October 2021

9) Late Items were considered and approved as follows:

a) At the request of the Museum of the Cariboo-Chilcotin, Council agreed to support their application to the federal Tourism Relief Fund for $100,000 toward their archive digitization project.

b) At the request of Williams Lake First Nation, Council agreed to support their application to the provincial Fairs, Festivals and Events Recovery Fund for funding toward their 1st Annual WLFN Competition Pow Wow event scheduled for May 6 to 8, 2022.

c) At the request of C+ Rodeos, Council agreed to support their application to the provincial Fairs, Festivals and Events Recovery Fund for funding toward their locally hosted rodeo events

10) Council received the "Council Information Package", as follows:

         August 18, 2021 - Minister Beare re Connectivity Challenges Facing the North;

         August 27, 2021 - Regional District of Mount Waddington re Support for Village of Lytton;

         September 9, 2021 - BCLC 2020/2021 Community Impact Report;

         September 9, 2021 - CRD Board Highlights;

         September 13, 2021 - Ambulance Paramedics of BC re Emergency Paramedics and Dispatchers;

         September 15, 2021 - BC Wildfire Service re Wildfire Risk Reduction Project Underway in Dog Creek Neighbourhood of Williams Lake; and

         September 15, 2021 - City of Langley re Appointment of Directors to Regional District Boards.

Mayor Cobb provided an oral report on Wildfires in the Cariboo-Chilcotin Region 

 Mayor Cobb and Councillors provided verbal reports as to their recent activities... 

 Council adjourned at 6:55pm and resolved into a Closed (In-Camera) Council Meeting as per Section 90(1a/c - appointment and labour) of the Community Charter
