Delegation:
1) Massimo Calabrese appeared before Council, via Zoom, to provide an update on Success of Paradise Cinemas
COVID-19 Drop-In Vaccination Clinics and Request for
Continued Support
After the presentation - a Question/Answer period ensued
Mayor Cobb thanked the delegation for their time/information
Resolved: That the presentation and information from
Massimo Calabrese regarding Interior Health Authority's (IHA)
drop-in COVID-19 vaccination clinics held at Paradise Cinemas
from August to October 2021 be received and Council direct staff to
continue working with IHA to support its promotion and delivery of
vaccination clinics in Williams Lake; and further, that all residents
in the region be encouraged to participate in the COVID-19
vaccination program.
Business:
1) Council for information the accounts payable computer cheque
and EFT (Electronic Funds Transfer) listings dated October 7 and 14, 2021
2) Council agreed to recommend approval to the Liquor and Cannabis Regulation
Branch an application of CJ Southwestern Grill regarding an addition of an Entertainment
Endorsement License
3) Council agreed to endorse
an application to the 2022 Northern Development Initiative Trust
(NDIT) Business Façade Improvement Program in the amount of
$20,000
4) Council approved the Downtown
Revitalization Tax Exemption application from 1236420 BC Ltd
(Woodland Jewellers) for façade improvements, electrical work for
new signage, new architectural mouldings, new parapet flashing,
new siding and exterior painting on the building located at 150
Oliver Street, issuing a certificate for the 2021 property value
increase; and further, Council authorization be given to enter into a
Downtown Revitalization Tax Exemption Agreement
5) Council
awarded the contract for the supply of dried bulk highway salt for the
2021/2022 winter season to Chances Bulk Unloading Ltd. for the
tendered price of $169.00 per metric tonne, excluding applicable
taxes.
6) Council
approved the purchase of a 2021 Ford Escape from Lake City Ford
Sales Ltd. for the purchase price of $39,118.44, excluding applicable
taxes
7) Council
authorized the raising of the national Metis flag in honour of Louis
Riel on November 16, 2021 on the City's flag pole
8) At the request of Royal Canadian
Legion - Branch 139, Council authorized the following:
a) approve the Poppy Campaign sale days from October 29, 2021 to
November 11, 2021;
b) approve the barricading of the City Hall parking lot during the
small Remembrance Day ceremony at the Cenotaph on November
11, 2021, as no public will be allowed to attend due to the COVID19 pandemic restrictions, and Staff coordinate the placement of
barricades as requested;
c) approve the use of the City Hall lobby for accumulation of
wreaths and crosses before and after the Cenotaph ceremony
d) authorize the Legion Flag to be displayed on the City's flag pole
for the week of November 4 through 11, 2021

Resolved: That a meeting be requested with the BC Ministry of Environment regarding the weed removal project on Williams Lake
Motion to proceed to Closed Council Meeting:
Resolved: That, following adjournment of this meeting, Council resolve into a Closed Meeting according to Section 92 of the Community Charter for discussion of items identified under Section 90 (1) (a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality, and (c) labour relations or other employee relations.
Council adjourned at 6:50pm and then proceeded to an In-Camera Meeting as per Section 90(1a + 1c - appointment/labour) of the Community Charter
