WL Council Highlights - Oct 5th mtg

Present: Mayor W. Cobb; Councillors Boehm, Brenner, Nelson, Ryll, Smith

Meeting called to order at 6:00pm

Mayor Cobb recognized that the meeting was taking place on traditional Shuswap territory

Meeting Agenda adopted
Minutes of the WL City Council Meeting held on September 21st, 2021 were received/adopted

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated September 16, 17, 23, 24 and 29, 2021 

2) Council received the report of the Public Hearing for Zoning Amendment Bylaw No. 2351 held September 21, 2021

3) Council ratified an email poll authorizing receipt of the requests from the Cariboo Chilcotin Youth Fiddle Society in their letter dated September 22, 2021 and the Williams Lake Stampede Association in their letter dated September 23, 2021 requesting letters of support for their respective funding applications to the Fairs, Festivals and Events Recovery Fund

4) Council gave 1st/2nd Readings to Zoning Amendment Bylaw No. 2355, 2021 (365 Mackenzie Avenue North) and directed that a Public Hearing be held on November 2, 2021 at 6:00 PM in the Council Chambers of Williams Lake City Hall

5) Council approved the installation and enforcement of “No Parking” signs along the sidewalk side of Lakeview Avenue from the intersection at Windmill Crescent to Lakeview Avenue’s northern termination point.

Councillor S. Nelson declared a conflict on interest on the next two items and left Council Chambers at 6:09pm

6) Council adopted City of Williams Lake Zoning Amendment Bylaw No. 2345, 2021 (1704 Broadway Ave South)

7) After receiving no public input -- Council approved Development Permit #03-2021 for property at 1704 Broadway Ave South

Councillor S. Nelson returned to the meeting at 6:10pm

8) Council received for information the memorandum of the Community Safety and Well-being Coordinator dated September 28, 2021 providing an summary review of the 2021 Well-being and Safety Plan activities from April to September 2021

9) Council approved an application to the federal Crime Prevention Action Fund for a grant toward a crime prevention initiative project, and the required matching contribution of up to $10,000 per year for a five-year term which constitutes 5% of the total project budget of $1,000,000\

10) Council awarded the contract to replace the existing heating and cooling system at the Central Cariboo Arts Centre Building to Markey Mechanical for the quoted price of $80,521.74, excluding all applicable taxes

11) Council agreed to waive Purchasing Policy No. 138 and direct-award the replacement of the sanitary and storm mains along the Frizzi Road landslide to Ironman Directional Drilling, with a cost not to exceed the approximate total project amounts of $510,000 from sanitary reserve and $280,000 from General Reserve.

12) Council and the community was encouraged to attend the Fall Harvest Run/Walk/Bike on Sunday October 17, 2021

13) Council approved the annual Halloween Fireworks Show and Bonfire to be held on Sunday, October 31, 2021 at 7:15 PM at the Williams Lake Stampede Grounds; and Council and the community be encouraged to attend (COVID-19 Restricted to 100 people)

14) Council approved a Central Cariboo Joint Committee recommendation as follows:

"That the agenda item summary of Darron Campbell, Manager of Community Services, Cariboo Regional District dated September 9, 2021 regarding an extension of the Performances in the Park services agreement between the Central Cariboo Arts and Culture Society, City of Williams Lake and Cariboo Regional District be received; and further, that the agreement be extended at the current terms and conditions for one year (2022) and the appropriate signatories be authorized to execute the extension agreement"

15) Council received the September 22nd, 2021 Central Cariboo Joint Committee meeting minutes

16) Council received the "Council Information Package" as of Oct 5th, 2021 as follows:

* September 21, 2021 - UBCM re Provincial Response to City's 2020 Convention Resolution on 'Early Childhood Educator Labour Force Shortage'

* September 22, 2021 - Ambulance Paramedics of BC re UBCM Meetings and Information on Who They Are.

Mayor Cobb provided a COVID-19 Update

Roundtable Session held where oral reports were provided by Members of Council and the CAO
