Both UBCM/FCM (Union of BC Municipalities and Federation of Canadian Municipalities) have grants available for their members to complete Asset Management Plans for their organizations
The Federal and Provincial Governments' have mandated that asset management plans be available in order to apply for future grants from them
Locally -- the Cities of Quesnel/Williams Lake as well as the Cariboo Regional District are undertaking this work to have a complete picture of the state of local government assets and what a total future replacement plan of its' infrastructure assets look like....
