WL Council Highlights - Oct 20th mtg

Present: Mayor Cobb and Councillors Boehm, Bonnell, Brenner, Nelson, Ryll, Smith

Meeting called to order - 6pm

Meeting Agenda adopted
Minutes of the WL City Council meeting held on October 6th, 2020 were received/adopted

Delegations: 

1) Betty Turatus & Crystal Turatus, New Horizons Society for Autism & Special Needs appeared before Council to discuss the Opening of New Childcare Facility & Letter of Support Request

A Question/Answer period ensued
Mayor Cobb, on behalf of Council, thanked the delegation for their time/information

Resolved -- That Council receive the presentation of the New Horizons Society for Autism & Special Needs regarding their proposed rezoning and development of the Elks Hall located at 98 First Avenue South into the 'Elks/Royal Purple Childcare & Learning Centre', and Council agreed to provide a letter of support toward their grant application to the Province of BC's New Child Care Spaces fund toward this project.

2) Court Smith - President & Melissa Normandin - Executive Director, Williams Lake Stampede Association appeared before Council to discuss Request for Additional Lease Area in Stampede Park & Letter of Support for Grant Funding

A Question/Answer period ensued
Mayor Cobb, on behalf of Council, thanked the delegation for their time/information

Resolved -- That the presentation of the Williams Lake Stampede Association be received and Council direct staff to work with the Stampede Association to coordinate the addition of the requested new lease area (the former Men’s Fastball grounds) into their current lease for expansion of their Campground facilities within the Stampede Park, including identifying technical requirements to accommodate their proposal, and that staff follow up with other Stampede Park Lease holders to address the changing ‘common areas’ identified in all leases and that Council provide a letter in support of this project to assist the Williams Lake Stampede Association in obtaining grant funding to complete the required site works.

3) Verbal Update re Spectators/Patrons in the CMRC Arenas

A verbal report from the Manager of Recreation/Leisure Services and Director of Community Services was provided to Council

A verbal presentation from the Williams Lake Minor Hockey Association was provided to Council

Resolved -- That the "no spectators" order at the Cariboo Memorial Recreation Complex Arenas be rescinded, and the "mandatory face mask" order at the CMRC remain in place, until further COVID-19 hockey guidelines are provided by BC Hockey and that City Staff work with Williams Lake Minor Hockey on this matter.. 

CONTRARY TO THE MOTION: Mayor W. Cobb

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated October 2, 8 and 15, 2020

2) Council received a Zoning Amendment application for property at 2000 Mackenzie Avenue North (old Glendale Trading store), gave 1st/2nd Readings to Zoning Amendment Bylaw No. 2336, 2020 and directed that a Public Hearing be held on the bylaw on November 17, 2020 at 7:00 PM
 
3) Council accepted an Development Permit application from Janda Group for the proposed redevelopment of the upper floor of the existing building at 850 Oliver St (Boitanio Mall) into 86 residential units on Lot A, District Lot 71, Cariboo District, Plan EPP78192, located at 850 Oliver Street; and Staff be directed to work with the applicant on a revised site design that will address the staff recommendations

4) Council endorsed 2 NDIT Grant applications as follows:

a) 2021 Business Façade Improvement Program
b) 2021 Main Street Revitalization Planning Program

5) Council endorsed an application by the City of Williams Lake to the Investing in Canada Infrastructure Program (ICIP) BC's ' Rural and Northern Communities Fund' for the arena dressing room expansion project at the Cariboo Memorial Recreation Complex

6) Council directed Staff to provide a list of City parks and facilities that could be jointly funded between the City of Williams Lake and Cariboo Regional District for consideration by the Central Cariboo Joint Committee

7) Council adopted 2 Land Use Bylaws and 1 Financial Bylaw, as follows:

a) City of Williams Lake Official Community Plan Amendment Bylaw No. 2328, 2020 (1513 Highway 97 South

b) City of Williams Lake Zoning Amendment Bylaw No. 2329, 2020 (1513 Highway 97 South)

c) City of Williams Lake Permissive Property Tax Exemption Amendment Bylaw No. 2341, 2020

8) Council authorized the following, in respect of 2020 Remembrance Day Events:

a) approve the Poppy Campaign sale days from October 30, 2020 to November 11, 2020; 

b) approve the barricading of the City Hall parking lot during the small Remembrance Day ceremony at the Cenotaph on November 11, 2020, as no public will be allowed to attend due to the COVID19 pandemic restrictions, and Staff coordinate the placement of barricades as requested; 

c) approve the use of the City Hall lobby for accumulation of wreaths and crosses before and after the Cenotaph ceremony

d) authorize the Legion Flag to be displayed on the City's flag pole for the week of November 4 through 11, 2020

9) Council proclaimed the week of October 25 to 31, 2020 as "Respiratory Therapy Week" in the City of Williams Lake, as per City Policy

10) Council considered 2 Late Items as follows:

a) Council awarded the contract for the Waterfront Enhancement Plan and Boardwalk Design Study to ISL Engineering and Land Service Ltd. for a total amount of $79,996, excluding GST

b) Council agreed to provide letters of support endorsing the following organizations applications to the Community Economic Recovery Infrastructure Program (CERIP):
  1. The Williams Lake Cycling Club to construct a machine-built downhill mountain bike trail on Williams Lakes' Fox Mountain, as well as refurbishing an uphill route on existing trails;
  2. The Williams Lake Cross Country Ski Club for the construction of a multi-purpose secure storage area for volunteers, grooming equipment and ski rentals;
  3. The Potato House Sustainable Community Society for improvements to their building;
  4. The Williams Lake & Area Social Planning Council for funds to build capacity for non-profits to establish social enterprises to expand their revenue streams;
  5. The Downtown Williams Lake Business Improvement Association for funds to hire contract staff to assist businesses in establishing e-commerce platforms and improve web and social media capabilities;
  6. The Williams Lake Trail Riders Association for funds to re-roof both buildings; and
  7. The Williams Lake Stampede Association for expansion of their Campgrounds.

Members of Council provided oral reports on their recent activities
