Quesnel Council Highlights - February 1st, 2022 mtg

Whitewater Parks Recreation Opportunities

Riley Adams and Scott Shipley of S2O Design & Engineering attended by ZOOM, to provide Council with information on the feasibility of a whitewater park on our local waterways. There are 3 primary areas of focus for design: providing safe and quality recreation for the largest possible range of users, maintaining or enhancing local habitat and constructing features with local materials and, designing projects that mitigate floods.  Two locations along Quesnel River and one location along Baker Creek were identified as potential sites.

Residential School Commemoration Project

Following the January 25th announcement by the Williams Lake First Nations regarding the 93 reflections (potential undocumented gravesites) identified during Phase 1 of the geophysical assessment at St. Joseph's Mission, Mayor Simpson updated Council on some design details for the amphitheater Residential School Commemoration project adjacent to City Hall.

Shiraoi Twinning Update

2021 marked the 40th Anniversary of the City of Quesnel and Town of Shiraoi twinning relationship.  Planning is underway for a more formal celebration of this milestone, later this year.

Revitalization Project Update

  • In 2021, Council directed $60,000 to complete the revitalization plans for Davie Street and North Fraser Landing.
  • L&M Engineering Limited has been awarded with both Revitalization Projects.
  • L&M’s planning team is in the process of finalizing their Stakeholder and Public Engagement Strategies, for consideration by the Development Services department.

Operating Budget

Council approved the Operating Budget for 2022 including the supplementals, as presented and recommended by the Financial Sustainability and Audit Committee and, directed staff to continue building the Five Year Financial Plan based on this budget.

The major factors affecting this budget include inflation, increased costs for the RCMP due to their new negotiated contract, loss of major industry assessment, the effect of bringing the light industrial tax rate to the same rate as the commercial class, and the use of surplus funds to reduce taxation in 2021.

The preliminary total taxation of $18,386,953 amounts to a 6.9% total tax levy increase over 2021. The estimated increase to municipal taxes for the average residence (valued at $295,062) would be $92.34 or $31.29 per $100,000, to commercial customers, would be $146.68 per $100,000. Final assessments will be received in March which may change these numbers slightly.

City RV Park Operating Agreement

Council approved a five season agreement with Surge Security for the operation and management of the Quesnel RV Park located at 21 Johnston Bridge Loop.

Correspondence - Requests for resolutions of support 

Council approved the following requests for resolution of support:

  • Royal Canadian Legion Branch #94 is submitting a grant application to Northern Development Initiative Trust to advance an accessible dock project at Legion Beach.
  • Cariboo Ski Touring Club is applying for various grants to purchase equipment and make venue improvements, to facilitate hosting events during the BC Winter Games 2024.

  • #1920 - City of Quesnel Council Procedure Bylaw No. 1920 of 2022 - First, Second and Third Readings.
