Quesnel Council Highlights - Sept 29th mtg

Let's Connect Quesnel

This Friday, October 1, 2021 is the official launch for the City’s new engagement platform where Quesnel community members can learn about a variety of City projects and major initiatives, and share feedback and ideas with the City. The interactive, online space is designed to allow residents to contribute their views in convenient, easy and fun ways.

Community involvement and resident feedback are important steps in the City’s process for decision making, planning and project implementation.

This platform will allow us to engage more with the community and get their feedback on current projects, such as:

  • LeBourdais Park Improvements – requesting input on updating some of the outdated areas of the park, like the spray park and the stage.
  • Accessory Dwelling Unit (ADU) development – checking in with the community to understand their awareness of Accessory Dwelling Units and what the City can do to support the development of ADUs

Development Services Update:

Council approved:

  • A development variance permit application for a shop and carriage house at 1800 Woodridge Road, subject to personal use only.
  • Redirecting funding for neighbourhood planning from Cariboo Field to revitalization planning for Davie Street Commercial area, in conjunction with funds already allocated to planning for North Fraser Landing.

 

Regional Trails and Parks Service 

The City of Quesnel is in discussion with the Cariboo Regional District regarding a sub-regional governance and management model, for a Cariboo Regional District trails and parks master plan.

Indigenous Interpretation Project

The Indigenous interpretation portion of the Waterfront Development Downtown Precinct project is progressing, through collaboration between the City of Quesnel and Lhtako Dene Nation Council and Elders.  

 

Residential School Commemoration

Council approved allocation from the 2021 and 2022 Council Initiatives budgets, so that the City, in collaboration with local Indigenous communities, can proceed in a plan to develop a dedicated space for the Residential School Commemoration project.

Quesnel Kangaroos Agreement

Council approved the 2021-2022 Quesnel Kangaroos Agreement.

National Day for Truth and Reconciliation

September 30, 2021 marks Orange Shirt Day and the first National Day for Truth and Reconciliation, honouring the lost children and survivors of residential schools, their families and communities.

Due to COVID-19, a local group event will not be held. 

Tomorrow, individuals are invited to honour and remember in a way that is special to them. Wear orange, visit the memorial plaque in LeBourdais park throughout the day, take time to learn about our past and remember,

September 29th, 2021 BC #COVID-19 Pandemic Update

As of Wednesday, Sept. 29, 2021, 87.9% (4,074,112) of eligible people 12 and older in B.C. have received their first dose of COVID-19 vaccine and 80.8% (3,745,457) have received their second dose.

In addition, 88.4% (3,823,614) of all eligible adults in B.C. have received their first dose and 81.6% (3,529,426) received their second dose.

B.C. is reporting 813 new cases of COVID-19, for a total of 186,245 cases in the province

Note: The numbers of total and new cases are provisional due to a delayed data refresh and will be verified once confirmed.

There are 6,185 active cases of COVID-19 in the province, and 177,729 people who tested positive have recovered. Of the active cases, 340 individuals are in hospital and 146 are in intensive care. The remaining people are recovering at home in self-isolation.

Note: Intensive care numbers are a subset of the total in hospital. They are not in addition to the number of people in hospital.

The new/active cases include:

  • 303 new cases in Fraser Health
    • Total active cases: 2,316
  • 102 new cases in Vancouver Coastal Health
    • Total active cases: 911
  • 208 new cases in Interior Health
    • Total active cases: 1,281

Evacuation Order issued for Some Residents of Green Acres Trailer Park in Williams Lake

On September 28, 2021, the City of Williams Lake activated its Emergency Operations Centre at Level 2 in response to land slippage in the vicinity of Frizzi Road and North Mackenzie Avenue. The slide exposed a section of sanitary main and a manhole, which are of imminent concern.

Following a geotechnical evaluation, effective immediately, an evacuation order has been issued for six properties in Green Acres Mobile Home Park. All occupants of those properties are required to leave immediately. The remainder of the Park remains on alert, and residents are cautioned to remain at least 15 metres away from the crest of the slope in the area under evacuation order.

 Affected residents should:

 

  • Self-register for Evacuee Registration and Assistance at https://ess.gov.bc.ca/ or call the Emergency Support Services number at 250-267-4861
  • Arrange a meeting place for themselves and their family
  • Write down important numbers 
  • Pack a grab-and-go bag for one week including: clothes, medications, personal items, eyeglasses, credit cards and cash, important documents including photo ID, insurance documents, keepsakes, pet supplies (leashes, kennels, food), books and games and chargers for phones/electronics 
  • Make arrangements for pets and livestock. Pets cannot be le locked in house or yard 
  • Check on neighbours to ensure they are ready as well
  • If evacuated, do not shut off natural gas.

The City of Williams Lake will continue to monitor the situation from its Emergency Operations Centre and will provide updates as they are available.

Prescribed burn to help restore ecosystems in Alexis Creek area

The BC Wildfire Service plans to conduct a prescribed burn east of Alexis Creek to reduce wildfire risks in the area.  

This controlled burn will take place east of Alexis Creek and covers about 12 hectares. Smoke may be visible from surrounding communities. 

In preparation for the prescribed burn, BC Wildfire personnel will be on site today, September 29, creating a control line by blacklining around the perimeter of the burn area. Smoke from this may be visible for a short period throughout the day.  

The burn is planned to take place Friday, October 1, 2021, depending on weather and site conditions. It will proceed only if conditions are suitable and will allow smoke to dissipate quickly. If conditions do not allow for it to take place on Friday, October 1, it will be postponed to the following week.  

 BC Wildfire Service crews will closely monitor the fire at all times.  

   A prescribed burn is an intentionally ignited fire that is planned and managed by a certified “burn boss.” The burn boss is responsible for ensuring that initial burn conditions are favourable and that the fires are fully extinguished once the prescribed burns are completed.

City of Williams Lake to Observe National Day for Truth and Reconciliation

The City of Williams Lake will be observing the National Day for Truth and Reconciliation in support of residential school survivors, their families and communities this Thursday, September 30th

The federal statutory holiday provides an important opportunity for reflection as we work toward healing as a nation, and the City encourages everyone to share their stories, to listen, and to engage in events and activities that commemorate this important day.

To honour the day, City facilities and operations will be closed. The Cariboo Memorial Recreation Complex will be open with reduced holiday hours from 12 pm to 3:30 pm.

As part of its tireless commitment to promoting global conversations on the history and legacy of residential schools, the Orange Shirt Society will be airing a special full-length video on the Orange Shirt Society YouTube channel beginning September 30th.

The City of Williams Lake would like to recognize the unwavering efforts of Phyllis Webstad and the Orange Shirt Society in advocating for the newly-formed national statutory holiday to support the Truth and Reconciliation Commission’s Action number 80, which calls upon the federal government to establish a National Day for Truth and Reconciliation to honour residential school survivors and ensure public commemoration of the history and legacy of residential schools remains a vital component of the reconciliation process.

Williams Lake activates Level 2 EOC for Land Slippage concern (Frizzi Rd/Mackenzie Ave North)

The City of Williams Lake has activated its Emergency Operations Centre at Level 2 in response to land slippage in the vicinity of Frizzi Road and North Mackenzie Avenue. The slide has exposed a section of sanitary main and a manhole, which are of imminent concern.

As a precautionary measure, the Green Acres Mobile Home Park has been placed on evacuation alert. The City has notified all relevant agencies and is working with Emergency Management BC to address the situation as it evolves.

A State of Local Emergency has been declared to allow the City to undertake extraordinary measures to respond to and limit any damage.

A reminder to residents that the River Valley continues to remain CLOSED for recreation until further notice, until the trail is deemed safe for recreational purposes. We ask that the public avoid the area. The City of Williams Lake will continue to monitor the situation from its Emergency Operations Centre and will provide updates as they are available.

In addition, 88.2% (3,815,333) of all eligible adults in B.C. have received their first dose and 81.3% (3,515,026) have received their second dose.

Over a three-day period, B.C. is reporting 2,239 new cases of COVID-19, for a total of 184,780 cases in the province:

  • Sept. 24-25: 876 new cases
  • Sept. 25-26: 657 new cases
  • Sept. 26-27: 706 new cases
