Quesnel Councli Highlights - March 10th mtg

Liquor licence application supported
Council recommended a liquor licence application for the Billy Barker Casino and the existing attached outdoor smoking patio at the rear of their business be approved by the Liquor Control Licencing Branch. This application allows the establishment to serve alcohol in the casino and smoking patio as well as within their lounge and other areas that currently have liquor primary licences.
Community input was sought by way of a public meeting held on February 24 and no residents attended the meeting nor did any residents provide written comments to the application.
The location of the establishment and its proximity to other facilities, hours of liquor service, number and clientele, noise impact on the community in the immediate vicinity, and social impacts of the application were all given consideration in Council’s recommendation.
Aid for Senior’s program
On behalf of the Quesnel Healthier Communities’ Committee, Council supported the City’s application for a $20,000 Provincial Healthy Communities Plan H Grant to assist with the continuation of the Seniors’ Walking Program benefiting seniors’ pro-active health, physical and mental wellbeing and, with the additional funds, the Committee will review their ability to expand the program to a broader user group.

Weight restrictions now in effect
Weight restrictions on commercial vehicles have been put in place on City streets for the past two years. Council once again passed a resolution to impose a 70% legal axle loading weight restriction on all municipal roads except those mentioned below, during the same time frame used by the Ministry of Transportation on Hydraulic Road. This resolution covers 2014 only. The 19 road exceptions are, in alphabetical order:
Anderson Drive / Brownmiller Road
Campbell Crescent / Carradice Road
Carson Pit Road / Commons Avenue
Elliott Street / Johnston Avenue (west of traffic circle to City bdy)
Johnston Bridge Loop / Marsh Drive
McLeod Avenue / Moffat Drive Approach
North Fraser Drive / Northstar Road (north of Highway 97 South)
Pinecrest Road / Quesnel-Hixon Road
Rome Avenue / Sword Avenue
West Fraser Road

These roads are the industrial connectors and are built to a higher standard than typical residential streets.

Calling all musicians
Council extends an invitation from Judith Guichon,  Lieutenant Governor of British Columbia, to musical groups of all ages and genres to write and sing an original song in the lead up to Canada’s 150th birthday celebration in 2017. Groups are encouraged to write a song about what Canada’s birthday means to them or their community and are eligible for a $1,000 award granted annually in each of three age categories. Deadline is May 7, 2014. Full details are available online atwww.ltgov.bc.ca.

Other news
Zoning Amendment Bylaw 1732 - Heavy Equipment Repair (Campbell Crescent) was lightly amended to add the approval from the Ministry of Transportation and a designated signature line. Council gave second reading to the bylaw. There will be a public hearing on March 24 at 6:30 p.m.
Council gave final adoption to the bylaws that extend the terms of the local service tax within the three Business Improvement Areas as follows: Bylaw No. 1729 - Downtown Quesnel B.I.A., Bylaw No. 1730 - South Quesnel B.I.A., and Bylaw No. 1731 - West Quesnel B.I.A.
