WL Council Highlights - March 11th mtg

Present - Mayor Cook and Councillors Bonnell, Bourdon, Hughes, Rathor, Walters and Zacharias

Meeting called to order at 6pm
Agenda approved/Mins of Feb 25th meeting of WL City Council approved

Delegations:

1) The Cariboo Chilcotin Conservation Society appeared before Council to request Proclamations for 'World Water Day' and 'Earth Day'. Consequently - Council agreed to adopt the following Resolutions:

a - That pursuant to the request of the Cariboo Chilcotin Conservation Society in their letter dated February 17, 2014, March 22, 2014 be proclaimed "World Water Day" in the City of Williams Lake, pursuant to City policy.

b - That pursuant to the request of the Cariboo Chilcotin Conservation Society in their letter dated February 17, 2014, April 22, 2014 be proclaimed "Earth Day" in the City of Williams Lake, pursuant to City policy.

2) Dr. Ray Sanders (Local TRU Campus Administrative Director) from Thompson Rivers University, WL Campus appeared before Council to give an update on the local TRU Campus activities

Business:

1) Council received the cheque runs of February 27 and March 6, 2014

2) Council ratified an email poll approving the request for an extension to the hours of the Williams Lake Stampeders Hockey Club's special occasion liquor license for Saturday, March 15, 2014 to 12:00 AM

3) Council ratified an email poll to approve submission of a resolution to NCLGA to advocate the Province of BC for the implementation of the Community Plan for a Public System of Integrated Early Care and Learning and a call for action to begin steps towards implementing a $10/Day Child Care Program for BC by the following vote:

Affirmative - Mayor Cook and Councillors Bonnell, Hughes, Rathor, Walters and Zacharias
Negative - Councillor G. Bourdon

4) Council approved a contract extension with PACT Commercial & Specialty Cleaning Ltd. for janitorial services at City Hall, the Fire Hall and the Worksyard for an additional one year term, effective April 1, 2014 to March 31, 2015, at a cost of $77,898, excluding GST.

5) Council gave 1st/2nd Reading to Zoning Amendment Bylaw No. 2208, 2014 (Text Amendment to Section 316.1 Highway Commercial (CS-3) Zone re Addition of Service Commercial as a "Permitted Land Use) subject to approval of the Ministry of Transportation/Infrastructure and directed City Staff to distribute notice to affected landowners and set a Public Hearing date of April 8, 2014 at 7:00 PM in the Council Chambers of City Hall by the following vote:

Affirmative - Mayor Cook and Councillors Bonnell, Bourdon, Rathor, Walters and Zacharias
Negative - Councillor D. Hughes

Mayor Cook left the meeting at 6:53pm.  Acting Mayor D. Hughes assumed the Chair at 6:53pm

6) Council adopted two Central Cariboo Joint Committee recommendations as follows:

a) That Central Cariboo / City of Williams Lake Joint Committee Report #05-2014 regarding the letter from Councillor Danica Hughes, Chairperson, City of Williams Lake 85th Birthday Committee dated January 14, 2014 requesting consideration for waiver of the fees for the Cariboo Memorial Recreation Complex for the planned community event on May 3, 2014 be received; and further, a letter of appreciation be sent to the Cariboo Regional District for their contribution of $500 towards the cost of this event from the Electoral Area F Special Project fund.

b) That pursuant to Central Cariboo / City of Williams Lake Joint Committee Report #06-2014, the report of the Director of Community Services dated February 17, 2014 regarding statutory holiday openings at the Cariboo Memorial Recreation Complex (CMRC) be received; and further, Family Day be added to the list of approved statutory holiday openings at the CMRC by the following vote:

Affirmative - Councillors Bonnell, Bourdon, Rathor, Walters and Zacharias
Negative - Councillor D. Hughes

Council recessed at 6:59pm for the Public Hearing on Bylaws 2204/2205
Council resumed its' meeting at 7:11pm

7) After a public hearing - Council gave 3rd reading to Official Community Plan Amendment Bylaw No. 2204, 2014
8) After a public hearing - Council gave 3rd reading to Zoning Amendment Bylaw No. 2205, 2014 and referred it to the Ministry of Transportation/Infrastructure for approval, pursuant to Section 52 of the Transportation Act

9) Council adopted 4 Committee of the Whole recommendations as follows:

a) That pursuant to Committee of Whole Council Report #08-2014, the Williams Lake Timber Supply Analysis Public Discussion Paper be received and the Mayor write a letter to the Ministry highlighting the importance of forest management practices to the economic and social wellbeing of the City of Williams Lake; and further, Council request a meeting to further discuss the Mid Term Timber Supply.

b) That pursuant to Committee of Whole Council Report #09-2014, the letter from Pauline MacBurney and Fred & Georgette Rosk dated February 26, 2014 be received and their proposal to supply an outdoor water bottle filling station at Scout Island be approved in principle and Staff be directed to work with the family and report back to Council.

c) That pursuant to Committee of Whole Council Report #10-2014, the report of the Senior Bylaw Officer dated February 14, 2014 be received and the draft Good Neighbour Bylaw be referred to the Social Planning Council for their comments; and further, Staff develop a consultation plan and begin the process of public consultation on the proposed bylaw and report back to Committee of Whole Council

d) That pursuant to Committee of Whole Council Report #11-2014, the email and letter from Rodger Stewart, Director of Resource Management, Ministry of Forests, Lands & Natural Resource Operations regarding elk management in the Cariboo Region be received and referred to the Sportsmen's Association, Cattlemen's Association and Field Naturalist's for their review and comments back to Council.

10) Council agreed to provide a letter of support for the Nuxalk Nation's bid application to host the Junior All-Native 2015 Basketball Tournament in the City of Williams Lake from March 15 to 21, 2015

11) Council agreed to support the City of Prince Rupert's request that service cuts to BC Ferries' Northern Routes be postponed until 2015 and a comprehensive economic impact assessment, fully studying the direct and indirect benefits of northern ferry routes throughout the provincial economy, be undertaken immediately to guide future changes to BC Ferries service

12) Council agreed that the letter from BC Transplant dated February 26, 2014 requesting that their "register to be a donor" banner be displayed on the City's website for the month of April in support of National Organ and Tissue Donor Awareness month.

13) Council received a letter from the Beetle Action Coalitions dated January 28, 2014 containing an update on the Rural BC Project (RBCP) and its next steps

14) Council received/endorsed the Minutes of the Central Cariboo / City of Williams Lake Joint Committee Meeting held February 26, 2014

15) Council gave approval for the 20th Annual Spring Round-Up Show and Shine on Sunday, May 25, 2014 from 6:00 AM to 5:00 PM on Third Avenue between Oliver Street and Proctor Street and Borland Street between Second Avenue and Fourth Avenue

16) Council received several news releases as follows:

a) City of WL Media Release - Rejection of New Prosperity and Council request a meeting with the TNG Chiefs to discuss mutual matters at a time/date/location of the TNG choosing
b) City of WL Media Release - February 28, 2014 Specific Claims Tribunal Decision for Williams Lake Indian Band
c) City of WL/Province of BC Media Releases - WL Community Forest approval

17) Council received the letter from School District #27 (Cariboo-Chilcotin) advising of the extended time period for submission of formal written responses to their proposed Community Use of School Facilities Policy to March 17, 2014

18) Council received the 'Council Information Package' as follows:

• February 2014 - NDIT Cariboo-Chilcotin/Lillooet Region Winter 2013 Quarterly Update;
• February 2014 - NCLGA Connector No. 125;
• February 18, 2014 - City of New Westminster Resolution re Canada Postal System Amendments;
• February 24, 2014 - City of Pitt Meadows re Need for Provincial Emergency Notification System Updates;
• February 25, 2014 - Minister Lebel Keynote Address on March 17, 2014 re New Building Canada Plan;
• March 5, 2014 - NDIT Newsletter re Millions of Dollars in New Grant Funding Available to Central and Northern BC in 2014;
• March 5, 2014 - Central Cariboo Arts & Culture Society Spring 2014 Update.
