Meeting called to order at 5:30pm

Resolution re: Public Access to September 16th, 2020 meeting of the Central Cariboo Joint Committee as per Ministerial Order M192, 2020

Resolved -- 

"That members of the public are not permitted to physically attend the September 16, 2020 meeting of the Central Cariboo Joint Committee due to the COVID-19 pandemic. As per Ministerial Order No. M192 from the Minister of Public Safety and Solicitor General, dated June 17, 2020, the Regional District cannot, at this time, ensure the safety of staff, Committee members, and members of the public in such circumstances. Despite this, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public.

 

Openness, transparency, accessibility, and accountability, in respect of this meeting, will be achieved by the open publishing of the minutes.

Minutes of the June 24th, 2020 Central Cariboo Joint Committee were received/adopted

The Chair introduced the new City of WL CAO and the new Recreation Manager to the Joint Committee

Delegation:

Jacinta D'Andrea from the Williams Lake Air Quality Roundtable appeared before the Committee to provide an update

A Question/Answer period ensued 

The Chair, on behalf of the Committee, thanked Ms. D'Andrea for her time/information

Resolved - Refer to Staff for a background report and report back to Joint Committee 

Business:

1) Central Cariboo Arts & Culture Society's '2020 Arts & Culture Second Quarter Report'

Resolved - That the 2nd Quarter 2020 Report from the Society be received

2) Rotary Stampede Parade Funding Agreement

A report from the CRD Manager of Community Services was presented to the Committee

Discussion ensued thereon... 

Resolved -- Report received and refer matter to Central Cariboo Rural Directors' Caucus for consideration of funding in 2021 via CRD Grant for Assistance program from Areas D,E,F

3) Renewal of Joint Use Agreement - School District No. 27, Thompson Rivers University-Williams Lake Campus, City of Williams Lake, District of 100 Mile House and Cariboo Regional District

A report from the CRD Manager of Community Services

Discussion ensued thereon... 

Resolved  - That it be recommended to Regional Board/City Council:

That the agenda item summary of Darron Campbell, Manager of Community Services, Cariboo Regional District dated July 2, 2020 regarding renewal of the Joint Use Agreement between School District No. 27, Thompson Rivers University-Williams Lake Campus, the City of Williams Lake, the District of 100 Mile House and the Cariboo Regional District be received; and further, that the terms be renewed for an additional three years, effective January 1, 2020 to December 31, 2022, and the appropriate signatories be authorized to enter into the Agreement.

4) The Committee held a discussion on the following items:

a) Regional Museum Funding - Report from Central Cariboo Rural Directors' Caucus

b) Cariboo Strong Funds Update

5) ICIP BC 'Community, Culture & Recreation Infrastructure Fund' Grant Application - Arena Dressing Room Expansion Project

A report from the City of Williams Lake's Event and Marketing Coordinator was presented to the Committee

Discussion ensued thereon... 

Resolved - That it be recommended to Williams Lake City Council:

That pursuant to the report of Guillermo Angel, Events & Marketing Coordinator, City of Williams Lake dated September 11, 2020, Joint Committee endorses the City of Williams Lake an application to the Investing in Canada Infrastructure Program (ICIP) BC's 'Community, Culture & Recreation Infrastructure Fund' for the arena dressing room expansion project at the Cariboo Memorial Recreation Complex, contingent on matching funding from the 2021 Central Cariboo Recreation budget

7) Closed Committee Session (In-Camera Meeting)

At 6:41pm -- the Committee resolved to proceed to a Closed Session (In-Camera) of the Committee as per Section 90(1k - negotiations) of the Community Charter
