WL Council Highlights - Sept 15th mtg

Present - Mayor W. Cobb and Councillors S. Boehm, I. Bonnell, M. Brenner, S. Nelson, J. Ryll and C. Smith

Meeting called to order at 6pm

Mayor Cobb recognized the meeting was taking place on Northern Shuswap territory

Meeting Agenda adopted
Minutes of the meeting of WL City Council held August 25th, 2020 were received/adopted

Councillor S. Nelson declared a perceived conflict of interest in respect of the Delegation and left the meeting

Delegation:

Dan Simmons & Dwayne Davis appeared before Council to discuss support for a Cow Moose Mural Project

A Question/Answer period ensued

Mayor Cobb, on behalf of City Council, thanked Mssrs. Simmons/Davis, for their time/information

Resolved - That the funding proposal from Dan Simmons and Dwayne Davis for a cow moose mural to be located on the south facing wall of the building located at 665 Oliver Street, adjacent to Seventh Avenue South, be received, and that Council consider early budget approval for the 2021 mural project in the amount of $5,000 for this mural.

Councillor S. Nelson returned to the meeting

Resolved - That Staff develop a policy concerning approval of murals within the City of Williams Lake.... 

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated August 26, 27, 28, 31, September 1, 3, and 10, 2020

2) Council gave 2nd Reading to Official Community Plan Amendment Bylaw No. 2328, 2020 and Zoning Amendment Bylaw No. 2329, 2020, and a Public Hearing for both applications be scheduled for October 6, 2020 at 7:00 PM in the Council Chambers of City Hall (1513 Highway 97 South)

3) Council approved the Lease Agreements with the Williams Lake and District Chamber of Commerce and the Museum of the Cariboo Chilcotin Society for the Tourism Discovery Centre (TDC) located at 1660 Broadway Avenue South, legally described as Lot A, District Lot 8818, Cariboo District, Plan BCP27178, for a five-year term effective January 1, 2020, with an option for two additional five-year renewal terms each and authorized its' signatories to execute same.... 

4) Council ratified Email Polls of Council on the following:

a) Replacement of GPS Survey Equipment
b) Letters of Support for Investment in Forest Industry Transition Program Applicants -- Dürfeld Log and Timber for their continued development of a log processing machine;  Elhdaqox RNG for a landscape plan feasibility study to support their community-based LNG project and Xat’sull Pellets for a landscape feasibility study to support their community-based pellet project

c) UBCM Resolution NR68 Letter of Support (Early Childhood Education Labour Force Shortage)

5) Council discussed next steps in relation to 2020 UBCM Resolutions and resolved to submit a request to the UBCM Executive to amend 2020 UBCM Resolutions, as discussed 

6) Council referred the replacement of the"Cow Boss" project to 2021 Budget Discussions'  

Meeting recessed to Public Hearing (Bylaw No. 2332 - 452 Borland St) at 7:02pm
Meeting resumed at 7:04pm

7) Council received a request to waive $172.64 under invoice 21739 for a utility call-out at the Dairy Queen restaurant on Broadway Avenue South and subsequently denied the request

8) Following a Public Hearing -- Council gave 3rd Reading to Zoning Amendment Bylaw No. 2332, 2020 (452 Borland St) and agreed to forward the Bylaw to the Ministry of Transportation & Infrastructure for approval (Section 52, Transportation Act)

9) Council received the DWLBIA mural design proposal for the side of the building located at 29 Third Avenue South and deferred further consideration until a "Mural Approval Policy" is developed/passed... 

10) Council proclaimed the week of September 20 to 26, 2020 as "National Forests Week" in the City of Williams Lake

11) Council received the "Council Information Package" as of September 15th, 2020, as follows:

August 31, 2020 - SPCA Response Letter re Unauthorized Use of E-Mail Addresses for SPCA Messaging

* September 9, 2020 - NCLGA Advocacy Summary Report.
