Delegation - Barkerville Gold Mines Ltd.
Chris Pharness, Vice President of Sustainability & External Relations for Barkerville Gold Mines Ltd. (“BGM”), provided an update to Council on the Cariboo Gold Project. The Cariboo Gold Project is an underground gold mine that BGM is proposing to develop east of Quesnel that is still in the early Environmental Assessment phase. Next steps include (subject to change):
- Fall 2020 - Complete Engagement Plan and Detailed Project Description
- 2022 - Receive Environmental Certificate
- 2023 - Construction
- 2025 - Operation (16 Years)
- 2041 - Closure (2 Years)
Delegation – Ministry of Forests, Lands, Natural Resource Operations and Rural Development
Josh Pressey, Quesnel District Manager for Natural Resource Operations for the Ministry of Forests, Lands, Natural Resource Operations and Rural Development, provided Council with an update on the history, benefits, process, levels of participation and next steps for the Quesnel Area Community Forest Agreement. Next steps include:
- Agreement on governance structure
- Detailed agreements regarding cost sharing
- Agreement on Terms of Reference
- Agreement on principles for operation and management of values
- Area selection and other items in the application process
Development Permit – Motherlode Vehicle Wash
Council approved a Development Permit to construct a new 552m2 (5940 ft2) two-storey vehicle wash building intended for large vehicles, located at 252 and 272 Juniper Road (Motherlode Wash/Quick Lube). Council further approved a variance to allow for three principal buildings with the condition that the access to the site will be changed, as per the submitted plan, and the intersection of Highway 97/Juniper Road has been decommissioned/closed.
Water / Sewer Control System and Communications Upgrades
Council approved $187,000 from the Water and Sewer Reserves to construct and commission the Scada Control System and Communication Upgrades project. The Scada system remotely monitors and controls the City’s water and sewer systems whereby City Operators are notified immediately if an alarm condition arises. With the Scada system being located at the new Public Works Facility, cost savings can occur if the Scada System upgrade occurs before the construction of the new Public Works facility is completed.
University of Northern British Columbia – Student Development Designing Project
Council gave its support for City staff to work with the University of Northern BC, School of Environmental Planning class, to engage in a mock design and planning project for “Cariboo Field” located at 345 Roddis Drive. Cariboo Field has been selected for this educational project due to the site being under-utilized, requires neighbourhood panning and is an opportunity for visioning for redevelopment.
