Last week, it was reported that the City of WL Management/IUOE were to appear before the Labour Relations Board to consider an 'Essential Services Order' in advance of a strike to back contract demands of the IUOE
Since then - I have learned that, due to scheduling conflicts, the LRB was not able to consider this matter until this Thursday. Again - if the City/IUOE can agree before the LRB who qualifies as 'Essential Services', then the IUOE could serve strike notice on the City on Friday which could lead to City workers' walking off the job next Tuesday. If the LRB has to decide then the earliest that strike notice could be served is next Monday with a legal strike mandate being on, ironically, Feb 14th (Valentine's Day)
Finally - I'm told the IUOE has made an offer to City of WL Administration to keep the skating/hockey ice in while the CMRC would remain closed during a strike, if/when it should occur. Time will tell if City Administration will accept the offer but it would be pretty dumb on the part of City Administration to refuse this offer

Your source is wrong Steve. No offer was ever made to keep the rinks open, only to keep the ice in. The Place would still be closed in case of strike.
Thank you for the clarification and I've changed the blog post to reflect your comment...
